Business Analyst 2
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Business Analyst for their Vancouver, Washington location. This position plays a vital role in ensuring compliance with North American Electric Reliability Corporation requirements, as well as identifying process improvements related to PSC and System Protection & Control equipment. The successful candidate will collaborate with engineers and crafts teams to manage compliance efforts, analyze data, and recommend solutions for process and equipment improvements.

Pay Range: $47.00 – $51.00/HR
Location: Hybrid (Onsite 1-4 days per week depending on need)
Key Responsibilities for Business Analyst:
Program Effectiveness:
- Coordinate activities to meet project goals and objectives within set timelines and budgets.
- Propose and monitor tasks related to new regulatory requirements, compliance violations, and process changes.
- Build SharePoint sites, workflows, and document libraries.
- Schedule meetings, prepare agendas, distribute minutes, and track action items.
Compliance Analysis:
- Monitor new and modified equipment for NERC-CIP compliance.
- Design and implement forms, reports, and tools to track and verify compliance progress.
- Conduct research in asset and maintenance databases to gather necessary information for compliance verification.
- Use advanced Excel, Power BI, or other tools to analyze data for potential violations and present findings in a clear format.
- Collaborate with managers to verify equipment information and propose solution plans for non-compliant equipment.
- Develop records management procedures for storing and retrieving compliance documentation.
Process Improvement and Project Management Support:
- Review existing procedures, document findings, and recommend new systems or processes for improving compliance.
- Work closely with project sponsors, managers, and teams to remove obstacles and ensure timely project completion.
- Support other NERC-CIP teams to understand and revise current processes, tools, and forms.
- Assist in the implementation of management-approved solutions and track progress.
Requirements Gathering and Analysis:
- Coordinate and facilitate requirements workshops with appropriate personnel.
- Analyze and resolve conflicts between team members’ positions and project requirements.
- Import and manipulate data from various sources to create repeatable reports.
- Document project development efforts, including use cases, requirements, test plans, and process maps.
Audit Support and Process Documentation:
- Assist with internal and external audits, including compiling evidence and preparing reports.
- Maintain compliance records in accordance with INFOSEC and Information Governance standards.
- Review, analyze, and propose changes to existing processes to align with organizational goals.
Requirements for Business Analyst:
- A degree in Business Management, Business Administration, Cyber Security, Engineering, Organizational Development or a closely related field is preferred.
- 5 years of experience is required with an applicable bachelor’s degree.
- 7 years of experience is required with an applicable associate degree.
- 9 years of experience is required without a degree or applicable degree.
- Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature.
- 5 years of work experience in Compliance, Information Technology, or Cybersecurity business analysis.
- Advanced computer skills and knowledge of automated data systems.
