Business Analyst – System Mapping/LMS Requirements
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is seeking a Business Systems Analyst to join their HR Workforce Development team in Portland, Oregon. In this role, you will support and enhance Learning Management System applications like Workday and SharePoint, conduct fit/gap analysis, process mapping, and system configuration, and create training materials. Acting as a primary point-of-contact for operations and maintenance, you will collaborate with internal and external stakeholders, including the Department of Energy, to drive system improvements and ensure seamless functionality. Pay Range: $45.50 – 51.50, DOE

Provide business analysis expertise for HR systems, ensuring alignment with training records, course catalogs, and organizational goals.

Evaluate and reconcile information from multiple sources to identify true user needs and recommend actionable solutions.

???????Support process improvement efforts by designing, testing, and implementing approved initiatives to enhance system performance and efficiency.

Develop system flow and requirements that meet stakeholder standards, collaborating with developers and SMEs to balance usability, functionality, and performance.

Document business needs, analyze potential solutions, and present comprehensive recommendations to stakeholders.

Facilitate collaboration among stakeholders to identify priorities, measurable objectives, and detailed LMS requirements.

Assist HR in identifying and addressing root causes of issues, improving processes, and aligning them with organizational objectives.

Coordinate across teams to ensure effective project planning, system integration, and change management while minimizing disruptions.

Review and prioritize solution options, providing weighted recommendations to help stakeholders make informed decisions.

Evaluate vendor software enhancements for regulatory compliance and functionality, collaborating on issue resolution and implementation.

Provide training, guidance, and technical assistance to personnel, fostering understanding and proper system use.

???????Maintain secure, accurate documentation and records in compliance with standards, supporting audits and ensuring data integrity.
Requirements for Business Analyst:
- A bachelor’s degree in information technology, business systems or a closely related technical discipline is highly desired.
- 5 years of experience is required with an applicable bachelor’s degree.
- Experience should be consistent with the specific requirements of Information Technology, Business Systems, or other related IT specialty.
- 5+ years of demonstrated analyst experience using technical product life cycle and requirements management concepts, among other applied skills and knowledge.
- Technical writing skills required to author, modify, or facilitate development of design specification documents, job aids, user guides, standard operating procedures, and similar materials.
- Strong product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
- Experience/ability to model processes, determine requirements, analyze alternatives, and verify solutions to meet business needs.
- Intermediate skills/experience with SharePoint, Percipio and Workday or similar Learning Management Systems (LMS) to support, manage, edit, and outline process flows, etc.
- Familiarity with Agile development and Project Management methodologies is preferred.
- Experience with data reporting and analytics tools (such as Power BI, Tableau, Oracle Analytics, Crystal Reports, etc.,) is preferred.
