OVERVIEW OF THE EMPLOYEE RESOURCE CENTER DIRECTOR:
Acts as a champion for organizational Total Worker Health® culture. Supports the Central Services Director and team leaders in assisting organizational efforts to cultivate a respectful and inclusive 202x workforce. Cultivates an environment where employees are encouraged to thrive personally and professionally while carrying out the mission of the organization.
Directs, manages, and organizes the City’s Employee Resource Center including leading the following program areas: human resources, labor and employee relations, employee benefits, risk and emergency management. Responsibilities include oversight and management of various program areas including budgets related to the City’s self-insured risk and health programs, internal service funds, coordinating services and activities with other divisions, departments, and community members. Ensures all program and service areas are in alignment with City strategic goals. Provides highly complex staff assistance to the Central Services Executive Director, other Executive Directors, and the City Council.
ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE EMPLOYEE RESOURCE CENTER DIRECTOR:

Manages, plans, organizes, leads, and directs Human Resources and Risk Management programs to ensure efficient and effective delivery of comprehensive, innovative, and relevant services. Oversees processes, activities, and procedures related, but not limited to compensation and classification, recruitment and selection, personnel services, labor and employee relations, human resource information systems, City-wide Total Worker Health® related personnel performance, self-insured health and workers’ compensation programs, emergency management, safety programs, engagement, and development activities.

Develops goals, objectives, policies, and procedures for effective human resources and risk management; evaluates the effectiveness of programs and practices and modifies strategies to promote trust and confidence in achieving organizational and community goals.

Directs, oversees, and participates in the development of the division work plan and annual reports. Oversees and assigns work activities, programs, and projects, reviews and evaluates work products, methods, and procedures; participates in the development of the division and department budget; develops and administers the approved division budgets including internal service funds.

Provides technical management advice and consultation to Executive Directors, other City managers, and supervisors on human resources and risk management issues; as well as other related organizational guidance related to a respectful and inclusive work environment to promote organizational resiliency, readiness, and effective delivery of services.

Directs, oversees, and participates in identifying and implementing risk mitigation and human resources strategies that support employee engagement and development.

Participates in planning, service improvement, organizational design, and serves on department and City-wide related committees and groups.

Advises Mayor and City Council on human resources and risk management issues as requested.

Oversees all activities of the employee and labor relations program. Oversees, manages, and/or directs complex employee relations cases. Directs the investigation of complaints, grievances and allegations; as well as formulates or oversees the City’s responses. Works with the City Attorney’s office and/or contracted attorneys to coordinate and provide staff support on litigation; oversees the development of short and long-range labor relations strategies.

Monitors and directs analysis of state and federal legislation for possible impact on human resources and risk management programs. Participates in activities to influence legislation and regulatory change consistent with the City’s interest and needs; represents the City with other governmental agencies, businesses, and professional organizations on a variety of human resource and risk management issues.

Oversees the development and administration of recruitment and selection processes to ensure efficacy, legal and organizational compliance; as well as industry best practice.

Oversees management and administration of the City’s emergency management program, including planning, training, and community and organizational outreach activities.

Oversees management and administration of self-insured programs including oversight of program work with brokers, actuaries, and auditors to establish premium rates, sets reserves, establish self-insured retention, and propose coverage and financing changes; evaluates and reports on cost effectiveness of programs.

Oversees the development of a central training and engagement program and other support activities aimed at enhancing individual, team, and organization performance.

Oversees the development, implementation, and maintenance of all human resources and risk management related information systems, records maintenance, tracking, and reporting systems; oversees the coordination of human resources and risk management processes with payroll, budget, benefits, information systems, and other administrative support functions.

Ensures implementation of and adherence to all City policies and procedures including the City’s Affirmative Action and Diversity Work Plans. Participates in the development of division and department wide diversity and inclusion initiatives. Facilitates staff development, training, and engagement related to diversity and inclusion practices.

Responsible for the selection and evaluation of assigned staff. Assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.

May act in the capacity of the Central Services Executive Director in his/her absence.

Performs related duties as assigned.
SKILLS AND EXPERIENCE REQUIRED:

Equivalent to a bachelor’s degree from an accredited college or university with major course work in human resources, public administration, law, management, organizational development or communications, business or public administration, or related field.

Master’s degree in the above areas or related field is preferred.

Six years of professional experience in human resources and risk management including experience in employee and labor relations, recruitment and selection, performance and development, human resources information systems, benefits administration involving financial management of self-insured programs, and including three years of increasingly responsible supervisory experience.

HR/Risk Management related certifications desired.

Candidate must also possess or have the ability to obtain and maintain a valid Oregon driver’s license and be able to pass a level 3 (police) background investigation.
