Realty Technician 4 – Land Management & Acquisition
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Realty Technician 4 for their Kent/Covington, Washington) location. This role involves assisting Realty Specialists in acquiring, disposing of, and managing land rights, resolving encroachments, and preparing agreements. The position combines office and fieldwork to provide technical and administrative support real property initiatives, contributing to the organization’s capital and expense project efforts.

Pay Range: $40.00 – $44.50
Location: Kent OR Covington, WA (Onsite 1-3 days per week)
Key Responsibilities for Realty Technician 4:
- Review and analyze property rights and private property ownership reports to manage land use requests effectively.
- Prepare Acquisition Assembly packages using appropriate templates.
- Use existing document templates and established processes to draft Land Use Agreements, ensuring that property rights are maintained. Recommend modifications to templates as needed for unique situations.
- Order and review title reports to ensure completeness.
- Assist and train other contract technicians on file management requirements.
- Collaborate with appraisers, surveyors, and mappers to determine acquisition strategies.
- Draft and prepare correspondence, including letters and memorandums.
- Validate legal descriptions for accuracy, consistency, and clerical precision in land-related documents.
- Plan and manage routine property management cases.
- Verify compliance with real estate-related agreements.
- Assist management in administering complex property management cases.
- Analyze title policies and documents, addressing routine objections in consultation with legal counsel.
- Perform administrative tasks such as document assembly, copying, and report collation.
- Facilitate real property projects, ensuring acquisitions align with organizational processes and timelines.
- Serve as a liaison on construction projects, addressing landowner issues and ensuring stakeholders are informed.
- Inspect land acquisition contracts and other assignments, reporting observations to appropriate personnel.
- Review work performed by contractors and communicate findings to designated personnel.
- Provide technical and regulatory information to contracting officers and project leads.
- Respond to public inquiries regarding real estate policies and property use.
- Guide applicants in completing Land Use Applications, conducting site visits and property research as needed.
- Conduct data research using county web resources and internal systems.
- Process application fees in accordance with established guidelines.
- Request permission to access private property for acquisitions through direct contact or formal requests.
- Notify management of potential condemnation cases, providing thorough documentation.
- Support maintenance and construction staff with landowner notifications, issue resolution, and property information.
- Organize and maintain official documents, emails, and records in compliance with data security and record-keeping standards.
Requirements/Qualification for Realty Technician 4:
- High School Diploma is required.
- Associate’s degree is preferred.
- 7 years of work-related skill, knowledge and experience is required.
- Experience must include work related to real estate principles, practices, precedent cases, and comprehension of the technicalities of government real property procedures, rules and regulations.
- Course Work or experience related to real estate principles, practices, precedent cases, and comprehension of the technicalities of government real property procedures, rules and regulations is required.
- Knowledge and experience with a Land Information System (LIS) and Application Extender.
- Knowledge of land management, acquisition templates, and commercial facility leasing. Knowledge of real estate documents including but not limited to: Warranty Deeds, Deeds of Trust, Mortgages, Quit Claim Deeds, Liens, property title reports, and assessor/treasurer property information reports.
- Knowledge of the general concepts of real estate management and commercial facility leasing which may include geospatial services (GIS), survey and mapping, LIDAR imagery, or obtaining information from title companies/county courthouses.
- Knowledge and experience acquiring real property rights for utility easements.
