Electronics Engineer 3 – Telecom (Hybrid)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for an Electronics Engineer 3 – Telecom for their Vancouver, Washington location. This position supports the Control Center Communications Operations (JTO) organization in the Information Services (J) department. This position works within a team and provides engineering expertise for the integration, operation, and maintenance of mission critical Control Center (CC) systems, as well as the monitoring and management of systems required for ongoing support.

Key Responsibilities for Electronics Engineer 3 – Telecom:
- Support Transmission Technology (TT) and Operations Technology (OT) in the integrations and monitoring of existing and new project devices.
- Work with Power Systems Control (PSC) Lead Engineers and project managers (PMs) to identify network administrative tasks by assisting with coordination within the project and helping to execute tasks for assigned projects (i.e. timelines, device integration, running reports, generating step plans, etc.).
- Collaborate with Planning, Design, Construction, and field maintenance organizations to understand specific engineering tasks so the proper scope can be brought back to JTO management in developing and completing telecommunication projects.
- Participate and support the integration of new equipment and procedures into the Control Center (CC) environment; and assist with Operations & Maintenance (O&M) standards development.
- Support technical team in configurations and integrations of wide area data networks with mission critical reliability requirements and the required support systems.
- Partition system configuration and integration tasks and provide recommendations to the manager, PM, team lead, or other appropriate personnel regarding team member assignments.
- Review team’s work for completeness and accuracy before integration into overall system as requested.
- Coordinate and assist with configuration and integration efforts for the implementation of projects for Field Sites and CC locations.
- Develop, validate, document, and execute test and O&M procedures to be published for compliance.
- Provide clear technical documentation for all assigned projects.
- Report all project status updates to the Workload Coordinator, including reporting when job assignments are complete. Provide measurable goals, metrics, checklists, Plans of Action and Milestones (POAMs), and punch lists for assigned project(s) to validate all in scope requirements are met.
- Represent JTO in internal technical work groups, related to equipment specifications, maintenance standards and procedures, and new systems/equipment requirements and evaluation, as requested.
- Represent and serve as the organization’s subject matter technical resource on technology teams involving assigned systems and equipment.
- Create, draft, and recommend policies, procedures, standards, and plans for new technology based on operational equipment in gathering performance data.
- Serve as a system trouble-shooter and notify maintenance personnel of operational problems, the impact of those problems on power system operation, and the relative urgency for repair of the problem.
- Attend technical work groups and communicate information gathered from the groups to others to coordinate a wholistic group strategy, as requested.
- Perform daily checks for health of the servers, trouble shoot device failures, synchronize servers, add/remove devices, ensure database integrity, and run reports.
- Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
- Generate and maintain network, North American Electric Reliability Corporation/Critical Infrastructure Protection (NERC/CIP) and Federal Information Security Modernization Act (FISMA) documentation, use layer 2 and layer 3 network concepts to deploy and maintain various networking equipment in large high availability LAN/WAN network environments and Packet Transport systems.
- Develop database script automation tools to analyze various equipment performance monitoring, use Software Defined Wide Area Network (SDWAN), Automatic Fiber Management Systems (AFMS), and Alarm/Management Systems such as, Telenium and SolarWinds, to optimize work and prevent outages.
- Maintain Central Authentication Authorization & Account (AAA) systems, like Cisco Secure Access Control Server (CSACS) and ISE, (including daily checks for health of servers, trouble shoot servers, synchronization between servers, adding/removing devices, and database integrity), backend authentication one time password RSA (Remote Server Access) Key server, Supervisory Control and Data Acquisition (SCADA), Automatic Generation Control (AGC), and telemetry systems.
Requirements/Qualification for Electronics Engineer 3 – Telecom:
- Bachelor’s degree in electrical or electronics engineering (from an ABET accredited school) is required.
- 10 years of experience and knowledge of computer network and systems concepts, principals, and practices applicable to components and facilities found on a regional transmission system is required.
- 5 years of experience on project teams developing computer and/or network systems.
- Proficiency with Microsoft Office products such as, Word, Excel, PowerPoint, and Outlook.
