ABOUT THE OREGON LOTTERY:
Oregon’s lottery is both a public trust and a market-driven business. Lottery dollars fund education, economic growth, state parks, natural habitats, veteran services, and Outdoor School for junior high school students. These dollars are allocated to gambling addiction treatment and awareness throughout the state.
The Lottery’s mission is set out in Article XV of Oregon’s constitution: “Operate a lottery with the highest standards of security and integrity to earn maximum profits for the people of Oregon commensurate with the public good.” The Oregon Lottery is the state’s second-largest funding source after personal income tax, contributing nearly $15B to state funding since 1985. We strive to earn profit responsibility, to minimize potential social costs such as gambling addiction.
The five-member Lottery Commission oversees the governance of the Oregon Lottery. The Governor appoints Commission members for four-year terms, and the State Senate confirms the appointments.

OVERVIEW OF THE DIRECTOR, OREGON LOTTERY ROLE:
The Director provides overall leadership and identifies the mission and goals of the Department, oversees and is responsible for all programs, operations, and administrative functions. The ideal candidate adopts and revises Lottery rules and policies as well as governs Lottery financial operations (e.g., reporting, budget review, and recommendation to Lottery Commissioners for approval). The Director performs duties as the secretary and executive officer of the Lottery Commission and initiates changes to policies, administrative rules, and lottery games. The ideal candidate evaluates results concerning the mission and makes changes or corrections as appropriate. The Director communicates with Lottery Commissioners, provides expert consultation, seeks policy guidance, makes recommendations for an annual budget, and serves as the key contact with government and state officials, state and provincial lotteries, and a voting member of national associations.

ESSENTIAL ATTRIBUTES OF THE DIRECTOR, OREGON LOTTERY:
- Ability and experience in inclusive leadership, including the ability to lead and work with a team of skilled, diverse, and motivated colleagues

- Ability to advocate effectively for actions that advance the mission of the agency before elected and appointed officials at the state and federal levels

- A proven track record of navigating, impacting, and enacting state policy decisions, legislation, and regulatory actions
- Excellent interpersonal skills with first-class ethics and a high level of integrity
- Strong knowledge of and experience in the implementation of federal and/or state laws and policies
- Ability and experience in working collaboratively with fellow state, federal, local, and tribal leaders
- Demonstrated experience leading strategic planning initiatives and program assessment
- Exceptional, and demonstrated written and oral communication skills including public speaking and the preparation of issues summaries, testimony, and other written reports of technical and complex nature
