OVERVIEW OF THE P&CC PLANNING & DESIGN MANAGER ROLE:
Under the direction of management in the Office of Planning & Capital Construction (P&CC), the Planning and Design Manager (PDM) leads planning and design for major capital and bond-funded projects. This includes providing and coordinating architectural services, and participating in and informing all aspects of planning and project work. The PDM will align projects to the college Strategic Plan and bond program objectives with a focus on equitable student success.  Additionally, the PDM will collaborate with internal and external stakeholders to create welcoming and accessible spaces while maintaining compliance, as well as lead and partner with multiple project teams in implementing plans and designs for highly complex projects.

Compensation: $99,575-$144,379

ESSENTIAL RESPONSIBILITIES:
  • Lead college planning and design for all college facilities from small zoning
    requests to design large, complex capital projects.
  • Lead projects, project teams, and associated resources ensuring adherence to established processes, schedules, and communication expectations including stakeholder involvement, structured reviews, and sign-off for deliverables at appropriate milestones.
  • Provide architectural services for the College. Manage contracted architectural/planning resources.  Ensure the integrity of the College’s architectural heritage and compliance with multiple plans and initiatives. Support the incorporation and evolution of a Critical Race Spatial lens in capital project design processes.
  • Develop, maintain, and update applicable short and long-term plans based on the changes and needs of the college. Promote a culture of planning at the college.  Monitor and report on plan actions as needed.
  • Research and make recommendations on permitting and site planning for college
    facilities, easements, rights-of-way requests, and zoning changes.
  • Develop, analyze, and monitor project estimates, budgets, and costs in collaboration with office leadership and alignment with College strategy, values, and priorities. Identify potential financial overruns and variances and make recommendations to alleviate financial implications.
  • Participate in the selection of vendors and contractors. Write and review requests for proposals for a variety of consultants and services. Support the selection committee and procurement process. Actively engage in defining the terms of contract agreements and ensure work is completed satisfactorily. Monitor the performance of contracts to ensure compliance with applicable specifications and performance metrics. Direct contractor supervisory staff where necessary.
  • Prepare and deliver planning and design presentations related to major capital projects to senior management, the Board of Directors, community partners, and internal College audiences.
  • Build and maintain collaborative and productive partnerships within the department and across the College.
  • Provide guidance and consultation with college sustainability initiatives and
    Americans with Disabilities Act (ADA) compliance.
  • Supervise professional staff, classified staff, technical/support, and/or student staff. Reinforce staff development of the College’s leadership competencies. Evaluate and oversee professional development plans and goals for assigned areas of responsibility by good management practices, College policies, and collective bargaining agreements. Hire, evaluate, train, discipline, and recommend dismissal of staff as necessary.
  • Implement and promote the advancement of the College’s equity goals and assist in the hiring of staff that reflects the diversity of the College. Enhance equity-minded talent management, including recruiting, hiring, and employee retention practices.
  • Maintain and ensure the accuracy of P&CC’s Project Procedures Manual and
    College Design and Construction standards.
  • Oversee record documentation and related project information associated with capital projects and ensure integration with existing College facilities documentation.
  • Perform other duties as assigned.

WORK CULTURE:
Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and occasional evening or weekend work is required. Frequent travel to other locations is required. Frequent climbing, balancing, sitting, reaching, walking, standing, lifting, stooping, or carrying of equipment and materials may be required.

EDUCATION AND EXPERIENCE:
Bachelor's Degree in Architecture, Planning, Construction Management, Facilities Management, or a similar program. Licensed Architect of Oregon or the ability to obtain an Oregon license within one year of the hire date. Ten (10) years of progressively responsible facility planning and construction project management experience, including financial performance accountability. Three (3) years of management/supervisory experience supervising employees.

  • Conducting negotiations
  • Preparing a variety of business documents and reports
  • Inspecting construction sites for compliance with applicable standards, codes, and regulations
  • Enforcing applicable construction and building code requirements
  • Managing contracts
  • Preparing requests for proposals and project specifications
  • Reading and interpreting construction documents, blueprints, schematic drawings, and/or construction drawings
  • Working with diverse academic, cultural, and ethnic backgrounds of community college students, staff, and partners
 
  • Work in a highly collaborative, innovative group environment with shared and evolving responsibilities
