Oregon Health Authority (OHA): Equity & Inclusion Division Director 

Job Location: The position is hybrid, with potential work at the Salem and/or Portland OHA offices, including both within and outside Oregon, with schedules and hybrid arrangements to be mutually agreed upon between the selected candidate and hiring manager. 

Compensation: $123,732 - $191,568

ABOUT THE OREGON HEALTH AUTHORITY (OHA): 

The Oregon Health Authority (OHA) is the Legislatively mandated Agency at the forefront of lowering and containing the State’s healthcare costs, improving healthcare quality, reducing healthcare disparities, and increasing access to healthcare, including behavioral healthcare and health-related social needs, for all Oregonians to improve their lifelong health. OHA is responsible for many of the state’s major health systems including the Medicaid program known as the Oregon Health Plan. Agency programs have a Statewide impact and touch on the lives and health of all Oregonians through the many health-related programs and auxiliary support services.

OVERVIEW OF THE EQUITY & INCLUSION DIVISION DIRECTOR: 

The Director for the Equity and Inclusion Division at the Oregon Health Authority will lead efforts to advance the agency's strategic goal of eliminating health inequities in Oregon by 2030. Leading the Division means developing and implementing goals, long-term objectives, policies, protocols, budgets and programs to eliminate health inequities in OHA’s priority populations and increasing access to culturally and linguistically responsive care in Oregon. The Director ensures that values around health equity, anti-racism, data equity and accessibility are embedded into statewide legislation, programs and services that eliminate health inequities in Oregon.  

The Director must effectively leverage resources, initiatives, and ideas to maintain or expand existing programs and develop new strategies to effectively eliminate health inequities in Oregon. A key component of the work is to establish and maintain broad, collaborative working relationships with OHA divisions, federal and state agencies, the community, Oregon’s Nine Federally Recognized Tribes, policy makers, advocates, health care providers and leaders in the health delivery system. The person in this position must have a transformational vision and advanced leadership experience in the equity and inclusion discipline and be well versed in the management of all functions of the division. The Division Director must have a critical analysis of power, privilege, and positionality, and be able to collaboratively navigate conflict and resistance while leading with empathy and a human-centered approach. 

ESSENTIAL ATTRIBUTES OF THE EQUITY AND INCLUSION DIVISION DIRECTOR: 

Policy Leadership 

  • Guide the development and implementation of policies that advance equity, inclusion, health equity, anti-racism, and data accessibility across OHA and state programs, aligning with executive orders and leadership directives. 

  • Develop policies, procedures, and legislative proposals to advance OHA's equity goals and eliminate health inequities in Oregon. 

  • Develop partnerships and systems for Equity and Inclusion staff to provide subject matter expertise across OHA, ensuring consistent application of health equity policies, based on recognized equity and inclusion principles and practices. 

  • Lead and advise the agency on developing and operationalizing equity in policies and processes that inform budget development and implementation.  

  • Inform federal, state and agency policy and legislation to address and transform practices that create barriers to eliminating health inequities 

  • Provide expert consultation to the Governor, the legislature, and other high-level officials to advocate and co-create health equity policies with priority populations. 

  • Oversee the agency’s affirmative action efforts, ensuring compliance with federal and state civil rights laws, including ACA 1557 and federal digital accessibility requirements. 

  • Lead implementation of health equity and civil rights standards in health system transformation efforts, including public health and Medicaid. Oversee workforce development strategies to enhance diversity and improve culturally and linguistically competent care. 

  • Advise agency and health system leaders on advancing equity, anti-racism, and data accessibility. Lead strategic efforts to embed equity in the workplace, including the Equity Advancement Plan. 

Operationalizing Health Equity in Strategy & Capacity Building 

  • Develop long-term strategic objectives to operationalize and champion equity and inclusion, health equity, anti-racism, data equity and accessibility practices across OHA’s and state government. 

  • Strengthen OHA’s capacity to identify and address equity gaps in health system delivery, prioritizing OHA’s key populations. Lead organizational change to embed health equity, inclusion, anti-racism, and data equity best practices. Secure executive support for implementing the biennial Affirmative Action/Equity Advancement Plan and other strategic initiatives. 

  • Develop and guide key performance measures to align with OHA’s strategic goals, ensuring analysis through a health equity lens, including REALD & SOGI data. Lead efforts to establish culturally responsive metrics, linguistic competence initiatives, and consensus-building strategies that advance OHA and state government priorities. 

  • Apply equity and inclusion principles, guide agency wide budget processes, revenue streams, procurement and contract procedures that mitigate harm to priority populations. Example: review the agency’s racial equity budget impact statements. 

  • Oversee the development of clear, restorative, and remedial policies and practices that respond to incidents involving racism, hate, and discrimination. 

Partnerships and Community Engagement 

  • Establish and maintain strategic partnerships with OHA divisions, federal, state and local agencies, Tribal governments, community-based organizations, coordinated care organizations, health system delivery partners, regional health equity coalitions, the division’s legislatively-mandated commissions and other groups to design and implement strategic initiatives that eliminate inequities in statewide programs and services, develop and implement policy and contribute to OHA achieving its strategic plan goal.  

  • Direct communication strategies that identify needs, remove barriers, and increase access to services, resources, and opportunities for OHA’s priority populations.  

  • Co-Leads the implementation of the agency-wide Community Engagement Framework. Ensures the framework is implemented with fidelity to the goal, vision, and its guiding principles. Emphasizing trust, transparency, shared power and responsibility between OHA and the communities it serves.  

REQUIREMENTS OF THE EQUITY AND INCLUSION DIVISION DIRECTOR: 

Minimum Qualifications: 

  • Seven years of management experience; OR four years of management experience and a bachelor’s degree in related field. 

Desired Attributes: 

  • Education: Master’s Degree preferred in Public Health, Human Services, Social Work, Behavioral or Social Sciences, or related fields, with training in social justice, diversity, equity, and policy development. 

  • Equity Leadership: Proven experience leading equity-centered work, dismantling institutional barriers, and creating inclusive frameworks that address the needs of priority populations. 

  • Community Engagement: Strong relationships with Oregon’s community leaders, with demonstrated ability to work effectively with diverse and priority populations. 

  • Psychological Safety: Ability to foster inclusive, supportive environments, bridge differing perspectives, and cultivate team cohesion through psychological safety. 

  • Policy Development: Extensive experience developing, implementing, and evaluating policies and programs aimed at eliminating health inequities and advancing health equity. 

  • Conflict Resolution: Advanced skills in conflict resolution, restorative justice practices, and guiding courageous conversations to achieve systemic transformation. 

  • Crisis Management: Expertise in culturally sensitive crisis response, utilizing de-escalation techniques, active listening, and clear communication. 

  • Communication and Advocacy: Strong communication skills, with the ability to influence partners advocate for policy change, and present complex ideas effectively.
