Area Operations Line Manager
Field Staff Management
Manages a team of transmission and distribution field supervisory staff responsible for ensuring the safe, timely and efficient completion of work efforts relating to the construction, operation, maintenance and emergency restoration of the electric transmission and distribution system within the region; provides technical management for the team, ensuring that objectives are met and all relevant standards/procedures are followed; ensures that operational problems are identified and resolved; ensures that operational procedures and working practices are current and fit for the purpose.
Ensures that supervisors are held accountable for maintaining safety as a crew priority; continually promotes safe working methods, practices and procedures; ensures crews are taking appropriate measures to protect themselves from injuries, the environment and the public.
Administers Collective Bargaining Agreement (CBA); supports engagement with the union and Labor Relations; partners with local union leadership and Labor Relations to develop a healthy working relationship, build a collaborative environment and deal with employee issues.
Plan, Direct and Control Operations
Manages various functions of line operations in assigned region. Establishes staffing plans, work plans and budgets necessary to ensure resources and programs are in place to effectively manage transmission and distribution operation and/or maintenance activities; determines the extent supplemental crews and/or contractors may be needed for contingencies. Provides overall direction to supervisors in implementing operation and/or maintenance work plans and performance in achieving corporate goals. Develops and monitors short- and long-range plans and performance metrics; monitors crew and contractor productivity against metrics. Participates in annual regional storm planning and directs restoration activities during outages; determines major restoration methods and directs implementation; assigns and serves on duty weeks. Ensures that communications systems are in place so that all personnel are aware of and support the company’s Strategic Direction.
Leads efforts to provide consistency among regions and departments; represents the region at required meetings affecting line operations and in developing strategy and ensuring alignment with other regions. Leads regional efforts to improve quality of construction and work practices that enhance reliability. Works cooperatively with other departments to integrate resources and facilities where appropriate.
Ensures that supervisors are held accountable for customer satisfaction; represents the organization in key stakeholder and customer outreach activities; addresses escalated customer complaints. Participates in community activities and supports employee participation.
Ensures supervisors and crews maintain compliance with all federal, state and company requirements.
Monitors and manages expenditures, ensuring that all financial targets are met, and examines any areas where budgets/expenditures vary from plan; assists with the definition and operation of effective financial controls and decision making.
Oversees resourcing decisions and planning for team; partners with HR in the definition of jobs, recruitment, evaluation and selection processes.
Reviews organizational development needs and training strategies to determine required learning and development outcomes for the team; provides guidance in the creation of development plans; monitors ongoing progress and provides coaching and mentoring and provides feedback; completes annual performance management reviews.
Requires a bachelor’s degree in IT, business, engineering or related field or equivalent directly-related union experience.
Prefer eight or more years in electric utility with a focus on transmission and distribution or a related field; three years of supervisory experience preferred.
