Project Manager III
Portland Public Schools and the Office of School Modernization are currently recruiting for multiple Project Manager III positions to manage construction projects funded by the voter-approved 2020 Capital Improvement Bond.
The Project Manager III position performs a variety of technical and administrative duties requiring a comprehensive knowledge of planning, design management and construction administration. This position is responsible for leading teams in a matrixed organizational structure to deliver completed projects by managing scope/quality, schedule, and budget from pre-design, through design, construction, and post occupancy phases. The Project Manager III level manages the full scope of the most complex and highest dollar contracts ranging from $5M to over $300M. Project oversight may be over the entire lifetime of a single large-scale project or involve coordination and oversight between multiple sites with higher construction volumes, challenging schedules, and unique situations where deep technical knowledge, expertise and experience are essential. Incumbents in this position are expected to represent the District with the utmost professionalism in public settings and to demonstrate a high level of customer service when working with internal and external stakeholders. A desire to seek out creative solutions to combat institutional racism and promote a healthy multiplicity of perspective and lived experiences will be critical to success in this position. Background or understanding of the local North and Northeast Portland community, culture and history will be especially appreciated.
There are currently two positions available. One position will manage the Jefferson High School (JHS) Modernization project from community engagement, through master planning, design, construction, and post occupancy. This position will work in coordination with an incumbent Project Manager III overseeing a team of project staff. The JHS Modernization project is anticipated to be a full reconfiguration of an existing high school to include selective demolition, renovation, and new construction scopes of work. The overall project budget is forecasted to exceed $300M and is likely to utilize the Construction Management/General Contractor (CM/GC) delivery model; experience managing large CM/GC projects is strongly preferred. The other available position will manage the Center for Black Student Excellence (CBSE) project from community engagement, through master planning, design, construction, and post occupancy. The scope of the CBSE project will be determined through community engagement, in coordination with the Jefferson High School Modernization project, that develops strategies to support Black student achievement. The built aspects of the CBSE project are intended to be a series of targeted investments in neighborhood schools in North and Northeast Portland that may encompass multiple site facility improvements and/or a single new construction project. The JHS Modernization and CBSE project teams will collaborate closely together throughout all phases, as the two projects together are intended to provide cohesive and comprehensive PK-12 physical facility support for a culturally-responsive community vision.
Representative Duties and Responsibilities:
- Develop and review design/construction project scopes and assist in developing project budgets.
- Coordinate architect, engineer, and construction consultant selection according to district policies.
- Oversee requests for qualification and requests for proposals.
- Review, negotiate, and manage professional services contracts.
- Develop and communicate facility design guidelines and outline specifications to ensure project compliance.
- Participate in planning meetings with design professionals.
- Conduct regular reviews of schematic design drawings, design development drawings and construction documents.
- Oversee development of timelines and critical path scheduling, including phasing to facilitate ongoing school activities.
- Review proposals and assist with ranking according to established criteria.
- Present recommendations for contract awards.
- Review contracts and agreement documents.
- Oversee pre-construction planning with design team, contractors, and school sites.
- Oversee on-site construction observations and document progress.
- Provide periodic construction progress reports for administration, Bond Accountability Committee, and Board of Education.
- Oversee payment applications and change order requests.
- Oversee development of punch lists and successful completion.
- Oversee facilitation of building start-up and commissioning.
- Oversee training of building users and maintenance staff on use of building systems.
- Oversee coordination of project completion, collection of close-out documents, and processing final payments.
- Conduct annual evaluations of staff under supervision.
- Coordinate with other departments to ensure District needs are being met.
CLASSIFICATION AND SALARY
This position is classified as Construction and Maintenance Project Manager 3, Pay Grade 41, on the Non-Represented, Professional and Management Employees salary schedule FLSA Non-Exempts. The Non-Represented Confidential Professional Management and Employees Salary Schedule for 260-day employees.
Minimum Qualifications:
The Project Manager III requires a bachelor’s degree in Architecture, Engineering, Construction Management, or a closely related field; five (5) years of experience managing the full scope of large, complex capital projects from pre-planning through project sign-off activities, budget management and preparing formal bid requests in excess of $5,000,000; and at least three (3) years in a supervisory or management role. Professional designation as a Registered Engineer or Architect, Certified Project Manager or Construction Manager, and LEED Certification is highly desirable. Experience in K-12 public education or a large, multi-unit public sector organization is desirable. Any other combination of education, training and experience which demonstrates the candidate is likely to possess the skill, knowledge, ability, and trait characteristics essential for this classification may be considered.
Preferred qualifications include:
- Experience developing and managing robust stakeholder engagement plans and strategies for multiple audiences with different needs that align with district/project goals and needs.
- Experience navigating a large, robust environment with daily changes and discoveries while keeping project(s) on track.
- Experience with developing complex budgets, schedules and estimates with project information and details.
- Proficiency in a variety of software applications including industry-typical construction project management, scheduling or budgeting software.
- Demonstrated strong verbal, written communication, and negotiation skills.
- Experience developing, negotiating, and administering public procurements.
- Experience with local permitting processes, including building and land use permits for high-dollar or technically complex projects.
Preferred abilities include:
- Estimate project requirements and organize resources to meet goals and deadlines.
- Negotiate scope of work, equipment, goods, and services purchases and in accordance with local, state, and Federal laws.
- Plan, organize, assign, coordinate, review and evaluate the work of professional, technical and consultant efforts. Prepare, administer, and monitor project budgets and anticipate future budgetary needs. Understand, interpret, and apply technical material, rules, procedures, and policies.
- Effectively plan, schedule, and coordinate work.
- Operates a variety of office equipment, technologies, and software.
- Make sound and reasonable decisions in accordance with laws, ordinances, regulations, and established procedures.
- Provide work direction, guidance, assistance, and leadership to staff and for technical aspects of assigned projects.
- Deliver a high-level of customer service to district stakeholders.
- Advocate, model, learn and implement Portland Public Schools Racial Equity Initiative, Equity in Public Purchasing and Contracting and other board policies.
- Establish and maintain effective working relationships with a variety of internal and external stakeholders in a richly diverse workforce and community.

Positions in this classification require the use of a personal automobile and possession of a valid Class C Oregon driver's license.
