ABOUT THE DEPARTMENT OF CORRECTIONS:
The Department of Corrections operates under ORAS Chapter 432 and the Oregon Constitution which states, “Laws for the punishment of crimes shall be founded on these principles: protection of society, personal responsibility, accountability for one’s actions and reformation.” This directly relates to the department mission: To promote public safety by holding offenders accountable for their actions and reducing the risk of future criminal behavior.
The department currently has custody of over 12,000 adults in custody (AIC) sentenced to prison for more than 12 months and houses them in 12 state correctional institutions.
The department provides administrative oversight and funding for community corrections activities managed by Oregon’s 36 counties. The department also manages interstate compact administration and jail inspections. There are approximately 20,000 clients on Parole, Probation or Post-Prison Supervision.
The department’s culture is driven by a set of strong core values: integrity and professionalism, dignity, and respect; safety and wellness; fact-based decision making; positive change; honoring our history; and stewardship. DOC adopted a shared vision that includes valuing employee wellness, engaging employees, operating safe facilities, implementing innovative business practices, preparing offenders for reentry, and partnering with stakeholders. Department staff are actively involved in their communities, serving on commissions, participating in volunteer organizations, coaching kids’ teams, and otherwise giving their time to enhance the quality of life for all Oregonians.

OVERVIEW OF THE DIRECTOR, DEPARTMENT OF CORRECTIONS ROLE,
DESTINATION 2026 – 10 YEAR STRATEGIC PLAN:
In early 2016, DOC unveiled its 10-year strategic plan, called Destination 2026, which is a roadmap for DOC’s future that will provide a filter for decision-making and establishing priorities, aligns the DOC Leadership Team, and results in consistency. It will also help solidify the agency’s organizational identity and culture. In October of 2021, the agency began the process of updating its 10-year strategic plan. In the almost six years since DOC began its initial strategic planning, there have been several factors or drivers that have impacted the way it operates.
As the Director you will drive the strategic plan, and the agency’s goal to create and support a resilient and humane correctional environment that transforms lives through a diverse workforce through engaged and innovative employees.

PREFERRED SKILLS AND KNOWLEDGE OF THE DIRECTOR, DEPARTMENT OF CORRECTIONS ROLE:
EDUCATIONAL REQUIREMENTS OF THE DIRECTOR, DEPARTMENT OF CORRECTIONS:
Ten years of progressively responsible experience in Corrections administration; this must include seven years directly managing people, budget(s), and programs responsible for maintaining the operations of a secure environment.

PREFERRED SKILLS AND KNOWLEDGE OF THE DIRECTOR, DEPARTMENT OF CORRECTIONS ROLE:
- Demonstrated commitment and measurable results in equity, diversity, and inclusion initiatives
- Ability to understand and evaluate multiple perspectives and effectively lead the team to success in the context of sometimes vague, ambiguous, or competing priorities
- A proven track record of navigating, impacting, and enacting state policy decisions, legislation, and regulatory actions
- Strong interpersonal skills with first-class ethics and a high level of integrity
- Advanced knowledge of concepts and theories of public administration, economics, business development and regulation
- Demonstrated experience leading strategic planning initiatives and program assessments.
- Thorough knowledge of Public Policy development, including administrative and legislative processes
- Ability to understand complex policies and issues and synthesize them clearly and compellingly
- Exceptional, and demonstrated written and oral communication skills including public speaking and the preparation of issues summaries, testimony, and other written reports of technical and complex nature
EDUCATIONAL REQUIREMENTS OF THE DIRECTOR, DEPARTMENT OF CORRECTIONS:
