ABOUT THE EXECUTIVE VICE PRESIDENT, LABORATORY OPERATIONS POSITION:
The Executive Vice President (EVP) of Laboratory Operations at Bloodworks NW is an exciting and critical opportunity to lead the organization’s laboratory functions and team and presents a significant entrepreneurial opportunity to expand testing across service lines, customers, and geographies. This role will lead a talented team of more than 200 professionals, implementing operational strategy and functional focus on lab performance to accomplish the Bloodworks mission. The EVP of Laboratory Operations will support the organization’s commitment to blood collection and distribution through operational strategies, accountability, and the effort to adapt and execute the Bloodworks strategy.
The ideal candidate will possess an appreciation for the mission of Bloodworks NW, deep experience in large volume and diverse biomedical laboratory testing, and a track record of exceptional teamwork with other leaders and external stakeholders. The EVP must be able to communicate effectively with various audiences, to work effectively with the clinical and scientific staff, and to appreciate different work styles.

PRINCIPAL RESPONSIBILITIES OF THE EXECUTIVE VICE PRESIDENT:
- Delegated responsibility for the overall operation and administration of Clinical Laboratory Operations, including technical and administrative laboratory operations, LIS operations regarding laboratory compliance, laboratory equipment management, laboratory safety, laboratory quality assurance and compliance, as well as financial objectives.
- Collaborate with the CLIA Laboratory Director on any issue that may affect product or service quality, performance, scaling, etc.
- Oversee all laboratory operations and ensure operations adhere to all applicable quality assurance requirements, laws, and accreditation standards.
- Identify and execute strategic opportunities through customer engagement, business partnerships, capacity development, and evaluation of the competitive landscape.
- Employ a sufficient number of laboratory personnel with appropriate education and either experience or training to provide appropriate consultation, properly supervise and accurately perform tests and report test results in accordance with the personnel responsibilities described in CLIA and CAP regulations (e.g., Establish laboratory organization and process plans and delegate responsibilities, authorities, and accountability to appropriate staff and assure proper SOP training for all laboratory staff).
- Ensure that the physical plant and environment conditions of the laboratory are appropriate for the testing performed and provide a safe environment in which employees are protected from physical, chemical, and biological hazards.
- Collaborate as a member of the executive management team on strategy and other planning activities as necessary to keep ahead of industry needs and initiatives.
- Oversee the development of the organization's plans and programs in evaluation of short- and long-range planning, and regulatory action on operational performance.
- Monitor utilization patterns of laboratory services and advise leadership and other appropriate staff of developing trends in clinical service needs.
- Direct, coordinate and oversee major projects to the best economic advantage of the organization, as needed to support laboratory management infrastructure.
- Drive implementation of technological advancements in laboratory testing through the recruitment, management and execution of vendor-sponsored Clinical Trials and other contract testing.
- Implement policies and procedures to accommodate increased sample volume and new test methods, improving workflow, efficiency, and productivity.
- Develop and manage budgets for clinical laboratory resources and capital expenditures and other areas of responsibility.
- Manage inventory of reagents and consumables in conjunction with Materials Management based on laboratory forecast and capacity.
- Develop operational metrics for timely report of performance against objective indicators to the management team. Systematize reporting. Ensure TAT is monitored and maintained.
- Ensure the laboratories’ capacity is always maintained for business needs.
- Create and evaluate new procedures and equipment for potential use in the laboratory and recommend new procedures and equipment where necessary.
- Monitor and ensure compliance with quality system standards within CAP, CLIA, AABB, ASHI, FDA, EU, and other regulatory guidelines.
- Maintain knowledge of technological advancements in laboratory testing, computer applications and specialized instrumentation.
- Establish and oversee operations standards for cost control, waste reduction, quality, safety, and complete on-time delivery of products and services.
- Participate in on-site inspections and oversee that all remedial actions taken are documented whenever significant deviations from the lab’s established performance characteristics are identified with appropriate corrective actions and follow up, establish, and maintain lines of communication with internal and external customers in order to ensure a timely response to new clinical service trends and program planning.
- Foster a unified culture and promote a process for collaboration, cooperation, sharing of information and mutual teamwork between all laboratory operations departments and adjacent support and regulatory function departments.
- Responsible for supporting and promoting organizational management development and training plans with the laboratory, as well as reviewing and appraising management performance.
- Assure collaboration with Finance to maximize reimbursement for laboratory testing.
- Interface with Facilities to ensure laboratory infrastructure is built out and maintained.
- Work in partnership with Human Resources to put measures in place that promote an engaging workplace experience and collaborate with and provide leadership to other Bloodworks departments.
- Effectively communicate and influence across all levels of the organization from staff to executive leadership.
- Create communication channels to actively engage staff in finding solutions.
- Serve as a member of the Administrator On-Call (AOC) team, providing coordination of urgent and emergency activities on an assigned rotating basis.
- Comply with all applicable Standard Operating Procedures (SOPs) as written.

- Required mental activities involve continuous use of interpersonal skills, teamwork, creativity, mentoring, reading, writing, speaking and comprehension of English, independent judgment and/or independent action and the use of discretion. Other required mental activities used frequently include decision making, customer service, problem analysis, presentations/teaching, negotiation, training/supervising, and the performance of basic math; selling and the performance of advanced math (used occasionally); and the performance of basic programming (used rarely).
- Required physical activities include continuous sitting, hearing, and talking. Frequent activities include standing, walking, and repetitive motions of hands/wrists. Occasional activities include bending, stooping, reaching, feeling, and handling.
- The ability to push, pull and lift an average of 5 pounds throughout the day is required, as is the ability to carry an average of 5 pounds throughout the day.
- To obtain access to some client facilities, incumbents may be required to apply for and obtain clearance to access the client property. This clearance process may require incumbent to undergo additional levels of screening beyond Bloodworks’ standard pre-employment screening.
- Ability to pursue self-development towards assuming greater organizational leadership responsibility.
EDUCATION AND EXPERIENCE OF THE EXECUTIVE VICE PRESIDENT:
- Ph.D. in Biological or Clinical Laboratory science with relevant board certification, M.D., or D.O. and five years’ experience in the management of a high complexity clinical testing laboratory OR Master’s Degree in Business, Health Care Administration, Public Health or Science, MLS (ASCP) (or equivalent laboratory certification) and at least ten years’ experience leading clinical laboratories with annual testing volumes in excess of one million specimens, OR equivalent combination of education, credentials and experience.
- Strong laboratory experience. Delivering on the organizational mission is essential to success.
- Experience in strategic market development and re-engineering to materially affect costs.
- Superior vertical and lateral teamwork, and experience engaging in successful and meaningful entrepreneurship.
- Prior responsibility for business unit consisting of multiple product lines with annual revenue of at least $30mm.
- For-profit healthcare laboratory testing experience desirable.
- Experience creating and monitoring budgets and taking corrective action as needed.
- Demonstrated experience in planning and managing at strategic and operational levels.
- Demonstrated track record of successful fiscal and operating management; demonstrated financial expertise required including knowledge and experience in reimbursement for laboratory testing.
- Experience successfully managing, leading, and developing people.
