Oregon Health Authority (OHA) The Oregon Health Authority (OHA) is the Legislatively mandated Agency at the forefront of lowering and containing the States healthcare costs, improving healthcare quality, reducing healthcare disparities, and increasing access to healthcare, including behavioral healthcare and health-related social needs, for all Oregonians to improve their lifelong health. OHA is responsible for many of the state’s major health systems including the Medicaid program known as the Oregon Health Plan. Agency programs have a Statewide impact and touch on the lives and health of all Oregonians through the many health-related programs and auxiliary support services, which include:

POSITION OVERVIEW FOR THE DIRECTOR OF THE OREGON HEALTH AUTHORITY:
The Oregon Health Authority (OHA) Director is responsible for providing organizational leadership, accountability, and direction through the framework established by the Governor and the State’s Legislative body in line with the vision, mission, and values of the organization. The incumbent is responsible for ensuring that effective health care and services are provided to the people of the State of Oregon and that the Agency’s programs efficiently serve the health needs of all citizens of the State. Additionally, the Director of OHA is Oregon’s representative of health services throughout the State and at the National level. This position has a critical role in creating public acceptance and support for all the Agency’s programs and initiatives by working with clients, state and federal stakeholders, citizens, interest groups, and the Oregon Legislature. The ideal candidate will directly supervise 17 positions and 5225 positions are supervised through subordinate supervisors.

This position works at the pleasure of the Governor and is “at will”. As the “agency head,” in an Oregon executive branch administrative agency, this position may work extended hours to address and lead the response to any public health care emergencies or concerns that may arise in the State of Oregon. The incumbent in this position works on-call both after hours and on weekends. Incumbents must be always accessible by phone. As the main representative of OHA, travel (including multi-day and overnight stays) to all Oregon counties is expected. National travel for conferences and/or for meetings with federal partners may be required to represent the Agency’s programs and/or Oregon’s health care policies generally. As the Director of OHA, this position may encounter people in various organizational, social, and political settings that may be hostile and emotionally charged.

- Approximately 1.7 million individuals receive health care coverage through the Oregon Health Plan, the Oregon Health Insurance Marketplace, PEBB, and OEBB.
- Over 50,000 Oregonians receive behavioral health support and treatment services through local community mental health and substance use disorder programs.
- Approximately 600 individuals at a time receive 24-hour psychiatric care through the Oregon State Hospital system.
- Every Oregonian benefits from disease prevention and wellness services provided by the Public Health Division.

ESSENTIAL ATTRIBUTES OF THE DIRECTOR, OREGON HEALTH AUTHORITY:
A. Agency Leadership
- Under the direction of the Governor and the Oregon Legislature, works with OHA leadership team to determine and implement Agency program policy and organizational best practices.
- Ensures that Agency policies, processes, and practices align with statewide policy, and State and federal laws and regulations.
- Directs OHA Leadership and staff by identifying and guiding the implementation of strategies that advance the department’s vision, mission, and goals.
- Establishes reporting relationships and administrative controls over program administration, service delivery, and operations.
- Administers a system of accountability across the Agency to achieve the success of legislatively mandated health programs.
- Evaluates the quality of services provided by Agency programs through ongoing review of program performance and/or ad hoc progress reports from divisional leadership staff.
- Ensures that Agency-wide organizational systems for organizational business support and program service delivery operate effectively.
- Works with the OHA leadership team to prioritize the Agency’s performance system and continuous improvement efforts.
- Within delegated authority, authorizes the fiscally responsible distribution of available resources to meet changing program needs.
- Resolves conflicts between reporting staff on program areas of shared responsibility.
- Coordinates activities with other agencies in areas of mutual concern to ensure compliance with established policies, objectives, program priorities, and applicable laws rules, and regulations.
- Enacts a system of regular and effective communication for informing Agency staff and Agency partners on OHA's strategic direction, new initiatives, and program priorities.
- Leads the effort of establishing, throughout OHA, a shared understanding and a shared commitment to the Agency’s mission, vision, and values.
- Communicates and coordinates regularly with the Director of the Oregon Department of Human Services and the Shared Services section’s Leadership regarding shared services policy objectives and the efficient administration of the shared services infrastructure to ensure effective auxiliary business support to OHA.
- Ensures that clients, staff, partners, Oregon Tribes, interested parties, advocates, and the general public have opportunities to engage meaningfully in the work of OHA.
B. Agency Representation
- Provides reports to the Governor and the Legislature regarding the department’s efforts to achieve the intended outcomes and policy objectives.
- Represents the interests of OHA before the Governor, the Legislative Assembly, Congress, special interest groups, clients, state and federal agencies, and the media.
- Reports to federal agencies, as required, regarding OHA compliance with federal laws, policies, and federal program requirements.
- Responds to inquiries about Agency health policy, department programs, services and operations, and the needs of health services clients.
- Advocates for and explains the Agency’s position on policy before stakeholders and the media.
- Reports to the Legislature on the Agency’s budget and resource management.
- Represents the Agency on State and federal interagency commissions, boards, councils, committees, task forces, etc.
- Advises the Governor, the Legislature, and Oregon’s federal delegation on areas related to Oregon’s health care system and the quality of health care provided to Oregonians.
- Provides expert consultation to the Governor, the Legislature, and other officials as requested.
C. Public Policy
- Determines the OHA program policy framework by collaborating with Agency leadership and community partners to ensure all pertinent factors, issues, and data informed the decision-making process.
- Assesses the impact of how proposed governmental, legislative, and social policies may affect the Agency’s ability to effectively provide health services to all Oregonians.
- Coordinates the necessary Agency resources and social partnerships to efficiently implement proposed governmental, legislative, and social policy.
D. Organizational Strategy
- Provides leadership and guidance on both short-term and long-term strategic initiatives for achieving the State’s health system objectives.
- Guides Agency leadership in establishing priorities and goals for the Agency’s biennial budget.
- Determines the allocation of funds supporting budget requests to the Legislature.

MINIMUM QUALIFICATIONS REQUIRED:
- Experience in health equity, addressing systemic health disparities and collaborating with diverse, vulnerable, and under-represented populations.
- Progressive management experience in government funded insurance programs, private health insurance programs, government agency, or research institution.
- Progressive experience managing multiple large, complex programs, divisions and services and uniting them under one mission.
