Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for an Electrical Engineer for their Vancouver, Washington location. This
position is in the Test and Energization (TETC) organization of the Commissioning and Testing (TET) group in the Transmission Services (T) business line. The Commissioning & Testing Electrical Engineer facilitates on-site engineering and project assistance for substation construction projects. This position serves as a field electrical engineer, performing the testing and energization of communications and control equipment in high voltage electrical substations, radio stations, and control centers as well as recommending modifications and additions to the existing installations on systems throughout Oregon, Washington, Idaho, and Montana.

Key Responsibilities for Electrical Engineer:
- Under the guidance of a senior commissioning engineer or technician, perform testing of substation equipment, primarily power circuit breakers, transformers, and static capacitors.
- This testing involves verification of CT/PT ratio, CT polarity, transformer impedance, power factor for transformers, timing of power circuit breakers, and insulation voltage withstand tests.
- With instruction and guidance from the lead engineer, perform testing of Substation Control equipment including Protective Relaying, SCADA, microwave radio, Transfer Trip, and PLC’s (Programmable Logic Controllers).
- With instruction and guidance from the lead engineer, support the design, implementation, maintenance, and improvement of electrical instruments, equipment, facilities, components, products, and systems by checking rack wiring and cables in facilities.
- Operate computer-assisted engineering and design software and equipment to perform engineering tasks under the direction of a Lead Engineer.
- Gather information for Lead Engineer to create electrical drawings, reports, and calculations to support the engineering solutions for electrical systems.
- Assist lead engineer with coordinating construction, installation, maintenance, support, documentation, or testing activities to maintain compliance with specifications, codes, and customer requirements.
- With assistance and approval by the Lead Engineer, perform detailed calculations to compute and establish construction, and installation standards and specifications.
- Assist lead engineer with Inspection of completed installations and verification of operations to maintain conformance to design and equipment specifications and compliance with operational and safety standards.
- Perform troubleshooting and provide on-site technical support to craft/customer personnel in the field, as directed.
- Work with design staff during engineering phase to understand design philosophy and provide field information/valid requirements.
- Apply diversified knowledge of engineering principles/practices in broad areas of assignments and related fields.
- With oversight and guidance from manager / lead engineer, facilitate projects on site, including requesting outages through outage coordinator, and verifying that materials arrive on site.
- Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
Requirements/Qualification for Electrical Engineer:
- U.S. Citizenship and valid U.S. Driver’s License is required.
- Bachelor’s degree in engineering (from an ABET* accredited school) is required.
- Candidates 3 months from graduation will be considered. Proof of degree may be requested after graduation.
- Note: *ABET (Accreditation Board for Engineering and Technology)
- 6 months of experience and knowledge of electrical engineering concepts, principals, and practices applicable to components and facilities found on a regional transmission system is required.
- Proficiency with Microsoft Office Suite products, including Word, Excel, and Outlook.
