Senior Program Support Specialist
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Sr. Program Support Specialist for their Spokane, Washington location. This position will provide critical program and operational support towards their Operation Technology Services Department. This position integral to the team supporting 24/7 grid operations, working in a collaborative and supportive environment. Attention to detail and the ability to prioritize daily activities in coordination with the team are essential to meet deadlines. Pay Range: $45.00 – 48.30, DOE
Location: Spokane, Washington – HYBRID – 4-days per week in office.
Key Responsibilities for Senior Program Support Specialist:
- Draft and validate Statements of Work (SOWs) for service contracts in collaboration with Project Managers, Subject Matter Experts (SMEs), and Contracting Officers.
- Manage hardware, software, and service procurement processes, including vendor coordination, budgetary quotes, and compliance with organizational standards.
- Maintain procurement databases, track orders, reconcile budgets, and support equipment purchasing and inventory processes.
- Oversee contract milestones, payments, and pre-payment schedules in collaboration with Accounting and Contracting Officers.
- Develop and maintain procurement documentation, ensuring up-to-date records of contracts, timelines, and compliance statuses.
- Support compliance activities, including artifact collection, audits, and adherence to regulatory standards.
- Assist in developing and implementing compliance processes and reporting tools, ensuring timely completion of standards-related tasks.
- Coordinate incident reviews and participate in Rapid Response Team (RRT) meetings.
- Process and manage physical, cyber, and logical access requests in accordance with regulatory policies and organizational procedures.
- Verify training, risk assessments, and access privileges to ensure compliance with security requirements.
- Maintain access privilege databases and oversee the revocation and reinstatement processes.
- Coordinate and document visitor access and compliance reviews for critical cyber assets.
- Perform annual inventory of Control Center equipment, ensuring accurate tracking in approved systems.
- Manage Control Center parts inventory, equipment transfers, and media disposals in coordination with team members.
- Ensure compliance with asset management policies and organizational guidelines.
- Manage data input, reporting, and database maintenance for procurement, equipment, and compliance activities.
- Develop and maintain documentation, ensuring version control and adherence to organizational standards.
- Support data validation, reporting, and process improvements for operational efficiency.
Requirements for Senior Program Support Specialist:
- A degree in Business Administration, Business Management, Computer Science, Engineering (or closely related field) is preferred. A Business, Legal or Engineering background is strongly preferred.
- With an applicable Bachelor degree, 8+ years of experience is required.
- With an applicable Associates degree, 10+ years of experience is required.
- Without an applicable degree,12+ years of experience is required.
- Experience should be consistent with the specific requirements of program/project coordination/control and progressively more technical in nature.
- Expert proficiency in automated data systems to include SharePoint and Visio and a high degree of efficiency in technical dynamics of software output (e.g. use of advanced printing such as to plotters, capabilities of cross-software embedding for purposes of presentations, technical webinars, etc.).
