The mission of Oregon Housing and Community Services (OHCS) is to provide stable and affordable housing and to engage leaders to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians. OHCS’s Disaster Recovery and Resilience Division implements programs, when needed, aligned with the States Disaster Recovery Plan, and specifically the state recovery function of Disaster Housing. Presently, this is implementing state and federal funding for disaster recovery housing from Oregon’s largest natural disaster, the Labor Day 2020 fires. The suite of programs includes Homeowner Assistance and Reconstruction Program, Homeowner Opportunity Programs, Planning Infrastructure and Economic Revitalization Programs, as well as services programs to support survivors and unmet community needs.

OVERVIEW OF THE DIRECTOR OF DISASTER RECOVERY & RESILIENCE ROLE:
The Director of Disaster Recovery and Resilience will functionally lead teams administering programs that are critical to helping communities recover from the largest natural disaster in Oregon’s history. As such, this is a highly visible role that works closely with OHCS Executive Director, Deputy Director, Governor’s Office, Legislature, Local Government Officials, Community Based Service provider organizations, OHCS’s Housing Stability Council, and members of OHCS Senior leadership team.
The Director will serve as the key decision-maker for the DRR team and programs, demonstrating emotional intelligence and political savvy to understand what situations call for decisive leadership, and which situations call for deep collaboration and power sharing. The Director will lead by example, fostering a management team accountable to results, and cultivating staff development based on their knowledge, skills, and abilities aligned with related to the tasks. Additionally, the Director will also ensure the effective organization and coordination of Division and OHCS support resources to meet established goals.

This position must pass a criminal record and driver’s license check. The individual shall have and maintain an acceptable driving record. Driving records will be reviewed by Human Resources on an annual basis.

ESSENTIAL ATTRIBUTES OF THE DIRECTOR OF DISASTER RECOVERY & RESILIENCE ROLE:
Strategic Planning
- Manage policy, budget, coordination, and strategic planning.
- Lead the development of agency policy and philosophy of program delivery under the Division.
- Work with executive team, legal counsel or other advisors to plan, develop and recommend new strategies for providing efficient and effective programs and services, including administrative rule changes, proposed legislation, grants and contracts.
- Advise Senior Leadership on matters pertaining to programs and services delivered.
- Manage urgent needs while considering long-term recovery goals.
- Plans, directs, controls, develops program, policy and budget, and monitors compliance, outcomes and impacts of the DRR, including federal and state programs.
- Implements new programs/legislation provided to OHCS in a manner that is consistent with OHCS values and meets the timing and other expectations provided through the funders. This includes leadership which:
- Develops strategy for grant programs
- Develops, recommends and administers division budget
- Develops and maintains service level goals and objectives
- Develops and maintains staff performance measurements in relation to program delivery goals
- Represents the agency publicly in matters pertaining to OHCS programs and services.
- Works with agency legal counsel to assist in legal matters regarding delivery of DRR programs.
- Appear and speak at public meetings, or to the media, to explain OHCS programs.
- Testify before state and federal committees, commissions, legislative bodies, etc. on matters pertaining to OHCS programs and services.
- Consults and plans with agency stakeholders to ensure understanding of and compliance with state and federal housing laws and regulations.
- Build genuine relationships with the community, incorporate survivor voices into decision-making, and be an authentic and visible presence.
Management Oversight:
- Provides leadership and management to team members focused on delivering recovery programs as well as planning, organizing, and preparing for emergencies.
- Be able to handle urgent situations, delegate effectively, and empower their team to make decisions autonomously.
- Plans, assigns, and approves work, including developing, implementing and updating position descriptions.
- Prepares annual performance reviews and discusses with employees within required timeframes and according to the collective bargaining agreement.
- Disciplines/rewards staff in accordance with established policies and bargaining agreement.
- Facilitates recruitment by interviewing, reference checking, and making hiring decisions in accordance with agency policy and goals.
- Evaluates and implements staff training needs.
- Incorporates affirmative action and diversity strategies into all hiring, retention, training, and management decisions to increase cultural awareness and diversity within the section.
- Establishes and fosters a work environment that embraces diversity and inclusion. Clearly defines expected behaviors and provides transparent processes for reporting any inappropriate behaviors.
- Ensures all customers, stakeholders, partners and coworkers are treated with respect.
- Seven (7) years of management experience; OR
- Five (5) years or management experience and a bachelor’s degree in a related field.
