Travel Disbursement Specialist
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Travel Disbursement Specialist for their Portland, Oregon location. In this role you will provide support to the Financial Strategy and Operations group. This role focuses on conducting thorough travel audits, compiling comprehensive audit reports with supporting documentation, and processing approved travel vouchers for payment. The successful candidate will also play a key role in supporting the travel charge card program, ensuring accuracy and compliance in handling travel and relocation payments for vendors and employees This position is a one-year renewable contract that includes employee benefits! Key Responsibilities for Travel Disbursement Specialist:
- Serve as a primary point of contact and technical resource for the Concur system as a Federal Agency Travel Administrator:
- Create travel and/or relocation vouchers and assist employees, ensuring compliance with applicable travel regulations and policies.
- Enter and process relocation documentation, including signed relocation allowance forms and employee relocation data into the BGRS system.
- Apply established policies, rules, and regulations related to Federal Travel, Relocation, and the Government Travel Charge Card Program.
- Conduct detailed audits on assigned travel categories.
- Provide exceptional customer service by responding to inquiries from vendors, employees, managers, team members, and others regarding voucher status, processing assistance, and policy explanations.
- Monitor the Travel helpline and group emails; respond to routine inquiries and provide status updates.
- Participate in procedure reviews and recommend improvements to increase efficiency and enhance product quality.
- Serve as back-up for other Disbursement Specialists as needed.
- Assist new employees with travel program information and travel charge card applications. Process applications, terminations, and other approved account maintenance actions.
- Develop custom Excel spreadsheets and tools to streamline daily business processes, particularly in support of audit efforts.
- Perform general clerical duties, including copying, filing, scanning, and mail distribution.
- Provide training and guidance to new or junior team members on applicable policies, rules, and procedures.
- Maintain and organize documents and records in accordance with compliance requirements, ensuring proper file management and audit readiness using Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards
Requirements/Qualification for Travel Disbursement Specialist:
- A degree in Finance, Business Management, Business Administration (or closely related field) is preferred.
- 2 years of experience is required with an applicable bachelor’s degree.
- 6 years of experience is required without a degree or applicable degree.
- Experience should be in auditing or other finance fields.
- Previous experience using an automated enterprise financial system (i.e. Concur, SAP, Oracle, PeopleSoft, etc.).
- Experience conducting internal audit reviews of financial data and/or employee disbursements for compliance and accuracy.
- Experience writing detailed notes on audit findings.
- Experience in excel with ability to link multiple spreadsheets, create pivot tables, filters, and lookups.
- Detail-oriented; able to succeed in a fast-paced environment.
- Understanding of Federal appropriation rules. While not necessary for initial selection, a working understanding will be required as a core component of this contract assignment is preferred.
- Technical knowledge of, skill, and experience interpreting and applying federal travel and relocation expense reimbursement regulations to assist in the compliance of travel and relocation policies and procedures is preferred.
- Knowledge of automated travel systems, operations, processes, and program requirements to support the auditing of an organization’s travel and relocation expense reimbursement program.
