Electronics Designer 1 - Telecom (Hybrid)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for an Electronics Designer 1 - Telecom for their Vancouver, Washington location. This position provides support and direct hands-on assistance to the Telecommunications Network and Support Engineering (TENN) organization. This position provides technical experience, assists project managers (PMs) and other engineering personnel in implementing projects, supports field, maintenance, and operations crews, and other related design and engineering activities. Most of the work this position does is at a sitting/standing desk in an office environment. Work is accomplished at an individual level but involves coordination with engineering personnel and project managers.

Key Responsibilities for Electronics Designer 1 - Telecom:
- Compile technical results in summary form such as tables, reports, and graphics to support engineering staff.
- Provide input into the development, participate in the testing, and on-going maintenance of Communication Circuit Layout Record (CCLR) or a similar circuit management tool.
- Draft and prepare conceptual plans of service for assigned projects.
- Coordinate and implement management-approved plans of service with stakeholders for assigned projects.
- Assist in development of standards for planning and design documentation of new equipment and technology.
- Draft statements of work for review and approval by appropriate personnel. Process approved statements of work as per established plans and procedures.
- Review and recommend modifications of ProjectWise CAD design drawings.
- Provide technical support to construction, and operations and maintenance (O&M) personnel.
- Assist in the development of detailed methods of procedures to design and track construction status.
- Review communication circuits on PRD (project requirements diagram) and informs appropriate PM and manager of any concerns of potential errors and conflicts in infrastructure design and circuit routings.
- Prepare Circuit Layout Records of analog and digital broadband lines, DS0/DS1/DS3/OCx circuitry/equipment and digital wide band/SONET networks.
- Review and analyze available data directly from telecommunication equipment.
- Draft and prepare designs as per established plans and procedures and obtain appropriate manager / personnel approval.
- Draft and prepare detailed network diagrams, charts, and equipment configurations.
- Maintain telecom circuit planning files so circuit documentation is accurate.
- Provide recommendations on procedures for installation, use, and troubleshooting of communications hardware and software.
- Participate in network architecture and design reviews and provide recommendations for network design issues.
- Communicate technical information verbally and in writing to technical and non-technical users.
- Provide project / task updates (oral or written) as requested by the manager.
- Provide quality assurance reviews for circuit design projects of peers and provide technical feedback for items such as cross connection reports, port assignments, correct card naming, schematic views, etc. Alert appropriate personnel of any noted concerns or potential issues.
- Assist Hardware Engineers with CCLR circuit review procedures.
- Assist with training efforts; draft training material for CCLR or similar circuit management tool as assigned.
- Create Microsoft Word documents, Excel spreadsheets and PowerPoint presentations as requested.
- Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
Requirements/Qualification for Electronics Designer 1 - Telecom:
- An associate’s degree in electronic engineering technology or an equivalent degree/certification from a technical institute/equivalent is preferred.
- 6 years of experience is required with a related associate’s degree/technical degree or certification.
- 8 years of experience is required without a degree or applicable associate’s degree.
- Experience should include knowledge and experience in a technical/engineering environment with increasingly more responsibility.
- 2 years of experience with infrastructure required to meet the varying requirements for a circuit’s class of service.
- 2 years of experience with telecommunications backbone infrastructure connectivity.
