Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Land Survey Technician 3 for their Vancouver, WA location. This position serves as a Land Survey Technician 3 (office) providing support to the Supervisory Land Surveyor within the Geomatics (TERG) organization. This is a senior technician position and requires the ability to function at a high level with minimal guidance. This position involves working in an office setting with occasional work in the field (<5% of the time), which may require overnight travel.

Key Responsibilities for Land Survey Technician 3:
- Produce 2D and 3D maps using MicroStation OpenRoads Designer, prepare survey base maps, topographic maps, terrain models, and x-sections for transmission facility design and land acquisition.
- Prepare exhibits and maps using ArcMap.
- Utilize computer drafting software, particularly Bentley MicroStation OpenRoads Designer, to draft survey maps as assigned.
- Coordinate and maintain the transfer and storage of large quantities of digital data. Facilitate the flow of data between the Survey organization and other groups, particularly Mapping, Real Property Services, and Transmission Engineering groups.
- Support surveying staff in meeting established deadlines to fit schedules and budgets. Check field notes, compute and process survey field data. Analyze and resolve discrepancies with field data, record data, and between the two.
- Provide technical assistance and serve as a point-of-contact regarding surveys to engineers, land surveyors, cartographers, other professionals, and technicians within the Real Property.
- Research and validate deeds, title policies, survey maps, and other land record documents. Assemble records data for contract personnel as requested.
- Assist the Contracting Officer’s Representative (COR) with monitoring, field inspection, and validating survey work performed by private survey contractors. Verify compliance with technical specifications, work schedules, and provide recommendations to the COR regarding approval of deliverables.
- Provide Quality Assurance by inspecting and checking deliverables for accuracy and correctness. Deliverables include field note sheets, computation sheets, CAD base maps, GPS network, and OPUS reports, GIS shape files, and numerous other electronic data sets.
- Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. Complete associated documentation and archiving, such as control and alignment reports. Place files in correct storage locations when complete for records retention.
- Maintain land survey database(s) and validate quality of data entered.
- Assist with process improvement efforts and associated administrative tasks.
- Occasionally (~5% of total time) assist Project Surveyors in the field with control, topographic, boundary, and construction surveying needs.
- Maintain and provide technical knowledge to help draft standards, processes, dashboards, and manuals that document the land surveying methods used. All contributions will be reviewed and approved for accuracy and efficiency by staff.
- Prepare and review scopes, schedules, statements of work, and estimates for survey work performed by survey contractors when directed by COR.
Requirements/Qualification for Land Survey Technician 3:
- 4 years of Land Survey Technician experience is required.
- Land Surveyor in Training (LSIT) certification is required.
- Experience should include work in the land surveying technician or engineering technician fields.
- Must have knowledge of professional surveying practices and procedures; state and federal laws affecting land surveying and boundaries.
- Familiarity with various software programs to process, adjust, and produce survey deliverables (i.e. Trimble Business Center, Bentley MicroStation & OpenRoads, NGS tools, ESRI ArcGIS).
- Knowledge of various horizontal and vertical coordinate reference systems and datums, state plane coordinates, network adjustments, and geodetic and GNSS surveying.
- Ability to manage complex and varied datasets.
- Ability to understand scopes of work, schedules, and technical specifications for complex surveying projects.
- Demonstrated ability implementing standardized workflows.
- Ability to read and interpret deeds and property descriptions.
