OVERVIEW OF THE DIRECTOR OF HOUSING PROGRAMS ROLE:
The Director of Housing Programs has the responsibility to effectively lead and oversee all programs and staff within both divisions of the Housing Department (Emergency Services and Long-Term Housing). The Director provides leadership, vision, support, and guidance for service delivery of all housing programs, including housing placement, housing retention, case management and quality assurance. They assure service contract compliance and regulatory compliance. Coordinate service delivery in close coordination with agency programs, funders, and community partners. The position requires strong management and supervision skills, interpersonal, organizational, political acumen, and time-management skills, knowledge of local housing resources, partnership development experience, and an interest in helping to empower Black communities. The Director of Housing Programs reports directly to the Associate Vice President of Programs.

ESSENTIAL RESPONSIBILITIES FOR THE DIRECTOR OF HOUSING PROGRAMS:
- Provide strong leadership and direction to housing department to ensure mission alignment, a highly motivated and competent team, and effective service delivery.
- Research and be knowledgeable in housing first best practices, the goals and history of the Urban League and other local funders, the racial disparities of climate change impact, national and local Black community and housing trends, local and national housing crisis information, case management techniques and trends and other information necessary to implement the Housing Department’s programs.
- Oversee the development of and monitor all programmatic components (outline, staffing plan, project schedules, budgets, collaborative partnerships, housing partners, etc.) of Housing divisions and programs. Facilitate and support integration with other Urban League departments that round out wraparound services provided to participants.
- Oversee the creation, presentation and maintenance of all housing budgets, applicable reporting, and fund utilization on periodic bases.
- Provide direct supervision and evaluation of housing leadership staff including weekly supervision meetings, information and assistance, outreach and strengths-based management.
- Assign Housing staff for each supervision to leadership staff and monitor overall workload assignments to ensure evenness and manageability.
- Monitor grant contracts, client fields, case management engagement, information and assistance records, and other social service program records for accuracy and consistency with Urban League policies, procedures and protocols as well as program goals and outcomes.
- Foster an environment of healthy communication and collaboration in the department, ensuring regularly scheduled team, leadership, and staff meetings and trainings are held and monitoring outcomes.
- Develop, oversee, and monitor departmental goals, standard operating procedures and policies to help maximize excellent service delivery, departmental effectiveness and efficiency.
- Oversee and monitor departmental onboardings, trainings, and supportive materials.
- Oversee the development of comprehensive listing of affordable housing/resources and develop partnerships with landlords who will give Urban League clients priority.
- Leading the department’s efforts in integrating services across other departments and divisions to maximize participant support.
- Work with partners to address the underlying causes of chronic homelessness while working to engage community members in a wide range of system-level or city, region, and statewide policy interventions to reduce disproportionate homelessness and other health disparities for African Americans and others.
- In coordination with senior leadership, develop and foster effective relationships internally and externally with stakeholders including legislators at various levels, consultants, public funders, private lenders/equity providers, managers, regulatory officials, etc.
- Maintain all related data tracking systems, ensuring high quality data and maintenance. Oversee the preparation of housing division reports, including generating community member data for monthly reports. Using HMIS and apricot case management software, maintain complete and accurate documentation of service objectives and outcomes as well as other services in accordance with federal, state, county and Urban League policy & guidelines. Ensure the maintenance of complete client records, case management engagement, mileage logs, and other reports as directed.
- Attend community meetings, coordinated access leadership meetings, training workshops and community meetings as assigned and related to housing.

PREFERRED SKILLS AND KNOWLEDGE OF THE DIRECTOR OF HOUSING PROGRAMS:
- Knowledge of and commitment to the mission of the Urban League and the dynamics of social change
- Knowledge of community resources (both public and private) and awareness of housing issues in the Portland metro region
- Thorough understanding of the needs of homeless and formerly homeless people, with particular emphasis on readjustment issues, substance abuse, mental health, and residential treatment modalities, including both Housing First and Recovery housing/treatment models
- Ability to work under tight deadlines and with minimal supervision
- Knowledge of affordable housing programs (i.e. County General Fund, Supportive Housing Services Funds, HUD-VASH, HUD McKinney, Tax Credit, Housing Choice Voucher)
- Knowledge of landlord tenant issues and conflict resolution
- Knowledge of Fair Housing, ADA, and 504 compliance related issues
- Ability to interact with city, county, and federal government agencies, other service providers, and the community
- Demonstrated computer skills and proficiency in Microsoft Office Suites with an emphasis on Microsoft Word, Excel and Outlook programs, required. Experience using HMIS (service point) and Apricot is preferred
- Ability to take initiative and prioritize tasks; good time-management, problem prevention, and problem-solving skills
- Ability to work cooperatively with others and support the goals and mission of the Urban League of Portland
- Good written and oral communication skills; ability to communicate effectively and project a professional image when giving and taking information in writing, in person, and over the phone
- Ability to listen and develop rapport and relate well with community members
- Ability to maintain confidentiality of sensitive information
EDUCATION AND EXPERIENCE OF THE DIRECTOR OF HOUSING PROGRAMS:
- Minimum of a Bachelor’s degree in community development, nonprofit management, business administration, social work or master’s degree (preferred) in a related field
- A combination of 5 years of lived experience, work experience, education and/or training which substantially demonstrates the ability to carry out assigned duties
- At least 3 years’ of management experience providing human services
- At least 3 years of demonstrable fiscal oversight and responsibility in multi-level budgeting, including experience engaging with nonprofit fund accounting
- Must possess and maintain a valid driver's license and own mode of transportation at the time of hire and throughout the course of employment
