Washington County Chamber of Commerce: President & Chief Executive Officer 
Job Location: This is a fully on-site position based in Hillsboro, Oregon. Candidates must currently reside in, or be willing to relocate to, Washington County, Oregon. Remote or hybrid arrangements are not available. 

Compensation: $108,000–$115,000 annually

The Washington County Chamber of Commerce is a leading advocate for a vibrant regional economy and a connected, inclusive community. Through strategic partnerships, strong public policy engagement, and relevant member programs, the Chamber supports business growth and economic vitality across one of Oregon’s most dynamic and diverse counties. As a 501(c)(6) membership-based organization, the Chamber relies on member dues and active volunteer engagement to achieve its mission.

OVERVIEW OF THE PRESIDENT & CEO ROLE: 

The President & CEO serves as the chief executive of the Chamber, responsible for providing strategic vision, operational leadership, and public representation for the organization. Reporting directly to the Board of Directors, the President & CEO oversees all Chamber programs, personnel, and partnerships. This role requires a dynamic, community-centered leader who can effectively champion the interests of local businesses, strengthen regional economic development efforts, and ensure long-term organizational sustainability. 

ESSENTIAL RESPONSIBILITIES OF THE PRESIDENT & CEO: 

Strategic Leadership 

  • Develop and implement a strategic plan aligned with the Chamber’s mission and the needs of Washington County’s business community. 

  • Identify and proactively respond to economic, workforce, and public policy trends impacting local businesses. 

  • Evaluate organizational performance and adjust strategies to ensure long-term relevance and success. 

Board and Governance Engagement 

  • Serve as the primary liaison to the Board of Directors and Executive Committee. 

  • Provide clear and consistent updates on finances, operations, and strategic initiatives. 

  • Facilitate effective communication and alignment between governance and staff. 

Member Engagement & Services 

  • Develop and execute strategies for member recruitment, engagement, and retention. 

  • Ensure that programs, events, and services deliver tangible value to members. 

  • Actively connect with Chamber members to foster relationships, respond to needs, and celebrate successes. 

Financial & Operational Oversight 

  • Prepare and manage the annual budget, ensuring sound financial practices and fiscal responsibility. 

  • Oversee all revenue-generating activities, including sponsorships, partnerships, and major events. 

  • Ensure compliance with legal, financial, and governance standards. 

Advocacy & Public Policy 

  • Lead the Chamber’s advocacy efforts, representing member interests at the local, state, and federal levels. 

  • Develop and maintain relationships with policymakers and government officials. 

  • Track and communicate public policy developments affecting the business community. 

Economic & Community Development 

  • Partner with stakeholders to support business growth, entrepreneurship, and workforce development. 

  • Build and maintain strong relationships with public and private sector entities. 

  • Promote programs that contribute to a diverse, inclusive, and thriving regional economy. 

Team Leadership & Organizational Culture 

  • Recruit, retain, and support a high-performing staff team. 

  • Foster a positive, collaborative, and inclusive workplace culture. 

  • Support professional development and continuous learning for staff. 

Programs & Events Oversight 

  • Lead signature Chamber programs such as the Washington County Women’s Conference, Hiring Expo, Leadership Hillsboro, and Business After-Hours events. 

  • Ensure all programs are aligned with member interests and reflect the Chamber’s strategic goals. 

Communications & Public Representation 

  • Serve as the Chamber’s key spokesperson and ambassador. 

  • Oversee the Chamber’s communications strategy, media engagement, and digital presence. 

  • Promote Chamber initiatives, member successes, and community impact. 

MINIMUM QUALIFICATIONS: 

  • Leadership Experience: Minimum of 5-6 years of executive leadership experience in a chamber of commerce, business association, nonprofit, or relevant business sector. 

  • Advocacy & Public Policy Knowledge: Strong understanding of public policy, economic development, and business advocacy at the local, state, and federal levels. 

  • Financial & Operational Management: Proven ability to develop and manage budgets, oversee operations, and ensure financial sustainability. 

  • Relationship Building: Exceptional ability to engage and collaborate with business leaders, government officials, and community stakeholders. 

  • Strategic Planning: Experience in developing and executing organizational strategies that drive measurable impact. 

  • Public Speaking & Communication: Excellent verbal and written communication skills, with the ability to serve as the Chamber’s key spokesperson. 

  • Fundraising & Sponsorship Development: Demonstrated success in securing sponsorships, grants, and other funding sources. 

  • Education: Bachelor’s degree or equivalent experience in business administration, public administration, economics, or a related field.

  • Understanding of public policy and economic development initiatives.

  • Ability to motivate teams, build coalitions, and lead through change. 

IDEAL CANDIDATE PROFILE 

The ideal President & CEO is a visionary, community-driven leader with at least 10 years of executive experience and demonstrated success in managing complex budgets. They bring a strong track record in inclusive economic development, workforce strategy, and public policy advocacy, especially in support of the 70% of Chamber members who are small businesses. This leader is politically savvy, with experience attending public forums and building cross-sector partnerships. Internally, they foster a transparent, empowering culture and have led teams of 10+ staff. The candidate must reside in or be willing to relocate to Washington County and be deeply invested in the region’s long-term prosperity.
