Overview of Payroll Specialist II

Payroll Specialist II supports the accurate and timely processing of Relay Resources’ payroll, ensuring compliance with all applicable laws, contracts, and internal policies. This role serves as a key resource in payroll-related problem solving, data integrity, and reporting. The Payroll Specialist II works closely with HR, Finance, IT and Labor Relations to ensure accurate data flow and coordinated processes across departments. Experience with UKG Ready is essential for maintaining efficient workflows, accurate reporting, and compliance.
- Contract to Hire: Duration 3 months
- Pay: $29.00 - $30.75/hr
- Location: Portland, OR (Hybrid)
ESSENTIAL FUNCTIONS:
Payroll Administration – 65%
- Process accurate and timely payroll for all employees, including complex pay scenarios, in compliance with federal, state, and local regulations.
- Act as backup for the Senior Payroll Specialist, and help coordinate the payroll team, providing guidance and support to ensure efficient and effective payroll operations.
- Conduct regular audits to ensure payroll accuracy and compliance and prepare detailed payroll reports for management and government agencies.
- Maintain accurate employee data and resolve payroll discrepancies in collaboration with HR, Finance, and Labor Relations.
- Collaborate with HR, Finance, and Employee Labor Relations to maintain accurate employee data, address inquiries, and resolve payroll discrepancies.
- Utilize UKG for timekeeping, payroll data entry, validation, reporting, and issue resolution.
- Administer employee garnishments, advances, check replacements, and termination checks in accordance with policies.
- Ensure payroll practices comply with all relevant laws, including minimum wage, overtime, benefits, and deductions.
- Administer and audit payroll in alignment with SEIU and LL483 collective bargaining agreements.
- Ensure all payroll data, such as timesheets, deductions, and benefits, are entered accurately and reconciled using UKG.
- Support payroll requirements for federally contracted employees.
- Manage garnishment processing and responses in compliance with legal requirements.
- Maintain accurate payroll records and documentation to support audits and compliance reviews.
- Assist in onboarding and supporting junior payroll staff as needed, promoting collaboration and efficiency.
- Help administer SEIU Union benefits, ensuring accurate deductions and compliance with union agreements.
- Support quarter-end and year-end payroll activities, including W-2 preparation and distribution.
- Provide professional, timely customer service to employees, managers, and external stakeholders related to Payroll via phone, email, and in-person.
- Prepare Payroll reports for Finance & Accounting, HR, and external stakeholders as needed.
QUALIFICATIONS AND EXPERIENCE:
- 3–5 years of payroll processing or related accounting experience, with proven accuracy and attention to detail.
- Associate or Bachelor’s degree in Accounting, Business, Finance, or Human Resources PREFERRED.
- Advanced proficiency in UKG Ready payroll and timekeeping systems required
- Strong command of federal, state (including Oregon and Washington), and local payroll regulations, tax laws, and compliance requirements.
- Demonstrated success managing payroll for diverse and unionized employee populations across multiple states.
- Skilled in troubleshooting payroll issues, generating reports, and maintaining data integrity.
- Highly organized, deadline-driven, and capable of managing multiple priorities.
- Bilingual or multilingual (Spanish or ASL preferred).
