The Director of Employee Operations is a key member of the HR leadership team, responsible for leading Total Rewards (compensation and benefits), HRIS, and HR compliance policies and practices. This role provides strategic direction, operational excellence, and team leadership to ensure Relay Resources’ employee operations are efficient, equitable, and aligned with Relay’s organizational goals and our disability-centric culture and values.

ESSENTIAL FUNCTIONS:
Leadership & Team Development
- Serve as a core member of the HR leadership team, contributing to organizational strategy and decision-making.
- Provide leadership and coaching to the Total Rewards team, HRIS, and compliance professionals.
- Foster a culture of collaboration, accountability, and continuous improvement within the Employee team.
- Mentor team members to build expertise in compensation, benefits, HR technology, and compliance.
- Develop and execute strategies for Total Rewards, HRIS, and compliance that support organizational goals.
- Partner with peers and leaders to collaborate on process improvement and improved data and systems initiatives across Business Operations, HR, Payroll, and Accounting & Finance.
- Partner with senior leaders to ensure employee operations initiatives align with business priorities and budget.
- Design, implement, and manage a comprehensive Total Rewards program including Compensation, Benefits, Recognition, Leave Administration, and Well Being initiatives.
- Conduct regular market benchmarking to ensure Relay remains competitive with both Non-profit and General Industry for pay and benefits structures.
- Lead annual compensation cycles, including salary reviews, bonus programs, and equity audits.
- Develop recognition and incentive programs that reinforce Relay’s values and drive performance.
- Communicate total rewards philosophy clearly to employees, ensuring transparency and understanding.
- Collaborate with Finance and leadership to ensure sustainable reward strategies.
- Lead HRIS strategy and system optimization for accurate data management and reporting.
- Provide analytics and insights to support HR strategies, workforce planning, executive decision-making and program compliance (e.g. Ratio)
- Ensure compliance with federal, state, and local employment laws and regulations.
- Oversee audits, reporting, and documentation for HR compliance.
- Partner with Relay internal and external stakeholders to mitigate risk and maintain best practices.
- Partner with the VP of Disability Inclusion, and VP, Employee Experience and Talent Management to integrate disability-centric, equity, and inclusion principles into compensation, benefits, and HR policies.
- Ensure equitable pay practices and inclusive benefits offerings that support diverse employee needs.
- Enable and use HRIS data to monitor and report on key HR metrics and progress towards annual initiatives and strategic plans.
- Work closely with Learning & Development to create training for managers on compensation, compliance, HR systems, and inclusive practices.
- Support HR Business Partners with tools and resources to maintain compliance and operational consistency.
QUALIFICATIONS AND EXPERIENCE:
- Bachelor’s degree in human resources, Business Administration, or related field (master’s preferred).
- Minimum 10 years of progressive HR experience, including leadership in compensation, benefits, and HRIS.
- Strong knowledge of employment laws, compliance requirements, and HR technology platforms.
- Demonstrated experience advancing equity and inclusion initiatives within HR programs and policies.
- Excellent communication, leadership and analytical skills.
- Commitment to Relay Resources’ mission and values.
PREFERRED QUALIFICATIONS
- Experience in a unionized environment.
- Familiarity with disability-inclusive employment practices.
- Prior experience in nonprofit or social enterprise settings.
- Bilingual.
