Program Support Specialist – Supply System Analysis
Our client, a leading Pacific Northwest utility provider committed to public service and environmental stewardship, is seeking a Program Support Specialist to join their Logistics Management team in Vancouver, Washington. This position provides a wide range of confidential program and administrative support, including data entry, tracking, and coordination of vendor deliveries to regional warehouses and field sites. The Program Support Specialist also supports the execution of excess property disposal activities within the Logistics Management organization and will focus on one primary functional area—Administrative/Main Office, Materials Management, or Investment Recovery—while cross-training to serve as backup support across multiple logistics functions.

Key Responsibilities for Program Support Specialist:
- Provide confidential program, administrative, and operational support across logistics, materials management, and investment recovery functions.
- Create, maintain, and analyze routine and ad hoc reports, dashboards, and metrics using systems such as Asset Suite, IRAM, Sunflower, PeopleSoft, Excel, and SharePoint.
- Perform daily data entry, reconciliation, and verification of invoices, payments, inventory records, contracts, and shipment documentation, ensuring accuracy and compliance.
- Support the sale, disposal, donation, recycling, and transfer of excess property, materials, vehicles, and equipment by coordinating vendors, transportation, documentation, and inventory reconciliation.
- Coordinate material releases, warehouse picks, transfers, and deliveries to warehouses and field sites, including urgent and time-sensitive requests.
- Serve as a customer service point of contact for walk-ins, will-call requests, and inventory inquiries related to availability, tracking, pricing, shortages, and backorders.
- Maintain accurate electronic records, inventory files, and internal documentation; conduct monthly inventory reconciliations and resolve discrepancies.
- Provide administrative support including personnel actions, onboarding coordination, time and attendance review, travel and expense processing, training tracking, scheduling, and meeting coordination.
- Assist with drafting and maintaining Standard Operating Procedures (SOPs), desk reference materials, and internal controls as processes evolve.
- Partner with internal teams and service groups to support daily operations and participate in process improvement efforts.

Requirements for Program Support Specialist:
- Associate’s degree in Business Administration, Management, Business Operations or a related field is preferred.
- Bachelor’s degree in Business Administration, Management, Business Operations or a related field is preferred.
- With a Bachelor’s degree in applicable fields, 2 years directly related experience is required.
- With an Associate’s degree in applicable fields, 4 years directly related experience is required.
- Without a degree, 6 years of directly related experience is required.
- 3 years’ workplace experience in mid/high-level, compliance, procedural and process-driven Customer Service or Operational Support positions.
- Intermediate to Advanced skills in Microsoft Outlook, Excel, PowerPoint and Word Visio and MS Project; sufficient to utilize formulas, manipulate data and create charts.
- Intermediate to Advanced skills/experience with SharePoint sufficient to support, manage, edit, and maintain site
- Data entry experience (Large-Volume).
- High degree of confidentiality is required.
