Program Manager – Infrastructure & Service Delivery
Our client is seeking an experienced Program Manager to lead complex, multi-year initiatives across Infrastructure, Network, and Service Delivery. This role sits within a broader technology and strategy organization and focuses on driving program-level outcomes, governance, and benefit realization across highly interdependent projects.
The ideal candidate is a seasoned program leader with strong executive presence, exceptional communication skills, and the ability to manage ambiguity in a fast-changing environment. This team invests heavily in their people, providing robust training, documentation, and support, and values proactive problem-solvers who take initiative, leverage available resources, and come prepared with thoughtful solutions.
Type: Contract – Duration 11+ Months!
Pay Range: $70.00 – 80.00/hr., DOE
Location: Portland, Oregon – HYBRID – 2-day per week onsite

Responsibilities for the Program Manager:
- Lead and oversee a portfolio of related projects using a holistic, program-level lens to drive strategic outcomes.
- Establish and manage program governance, including Program Steering Committees, ensuring alignment with business strategy and efficient decision-making.
- Provide executive-level communication, including regular program status reporting, risk escalation, and stakeholder updates.
- Own program-level planning, schedules, milestones, and interdependency tracking across multiple projects and teams.
- Manage and escalate cross-project dependencies, including resource constraints, technical enablement, scheduling conflicts, and business process impacts.
- Partner closely with Project Managers, engineers, architects, vendors, and business sponsors to ensure coordinated delivery.
- Oversee program documentation, charters, risks, issues, change management, and financial oversight.
- Support financial governance activities including audits, variance reporting, and program-level financial accountability.
- Adapt quickly to shifting priorities in a dynamic, evolving environment.
Qualifications for the Program Manager:
- 8 to 10 years of experience in Program Management, leading large, complex programs with significant budgets and multiple stakeholders.
- Proven ability to build strong relationships and communicate effectively across executive, technical, and operational teams.
- Demonstrated experience managing interdependencies, governance structures, and program-level risk.
- Strong budgeting, forecasting, and financial oversight experience.
- Comfortable operating in environments where priorities shift and flexibility is essential.
- PMP or similar program management certification preferred.
- Experience within infrastructure, network, service delivery, or IT strategy environments.
- Proficiency with standard PM and PMO tools such as MS Project, Planview, or similar.
