Onboarding & Compliance - Operations Analyst (HYBRID)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for an Operations Analyst for their Vancouver, WA. / Portland, OR. location. The Operations Analyst supports personnel and information security team through program analysis, process improvements, and operational coordination. This role evaluates workflows, implements enhancements, and assists with key initiatives while supporting daily functions such as onboarding, credentialing, access management, and audit readiness. The ideal candidate thrives in a regulated environment, demonstrates strong collaboration skills, and delivers reliable service to internal stakeholders.
This position is a one-year renewable contract that includes employee benefits!
Pay Rate: $36.00 - $40.00/hr. DOE.
Location: Vancouver, WA / Portland, OR.
HYBRID: 2 days/wk. ONSITE

Key Responsibilities for Operations Analyst:
- Collect fingerprints and operate fingerprinting and access control systems to support security and credentialing processes.
- Analyze internal processes, automated systems, and workflows to identify gaps in quality, compliance, and operational effectiveness; recommend and support process improvements.
- Document procedures, controls, and training materials to ensure adherence to security, regulatory, and organizational requirements.
- Evaluate existing tools and systems for tracking tasks, requests, and program activities; implement enhancements to improve efficiency and reporting.
- Conduct research and analysis to support personnel and information security programs, including access management, credentialing, and risk controls.
- Develop management reports, compile program data, and prepare documentation for audits, compliance activities, and leadership review.
- Collaborate with cross-functional teams to recommend improvements, clarify technical requirements, and support implementation plans.
- Provide operational support for security-related functions such as onboarding, badging, access issuance and revocation, biometric capture, and assessments.
- Serve as a point of contact for initiatives, coordinate project efforts, and present recommendations aligned with program goals and milestones.
- Review and apply regulatory guidelines to validate compliance, escalate risks, and ensure proper records management in accordance with information governance standards.
Requirements for Operations Analyst:
- Bachelor’s degree in business, management, organizational development, criminal justice, or related field preferred; equivalent experience accepted (2+ years with bachelor’s, 4+ with associates, or 6+ without a degree).
- Progressive experience in business and operational analysis with increasing technical responsibility.
- Required: Experience with fingerprint collection, fingerprinting technology, and access control systems.
- Valid U.S. driver’s license required.
