Program Specialist – Compliance, Security, and Operations
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is seeking a Program Support Specialist for their Portland, Oregon or Vancouver, Washington location. This role supports a high-visibility security and continuity office, providing program coordination within a personnel security environment focused on identity verification, badging, access control, and compliance.
The team operates at the intersection of customer service and regulatory security standards. The ideal candidate thrives in a structured, detail-driven setting and remains calm and responsive in time-sensitive situations. Success in this role requires discretion, accountability, and the ability to adapt quickly while following established security protocols with precision.

Key Responsibilities for Program Specialist:
- Coordinate and validate scheduling for secure Enrollment Centers, ensuring operational readiness, equipment functionality, and strong customer support at designated locations
- Monitor enrollment operations, troubleshoot system or connectivity issues, and collaborate with regional partners to resolve logistical barriers
- Develop and maintain tracking systems for identity verification onboarding, reinvestigations, badging, and access control activities
- Maintain and validate data integrity across multiple systems including SharePoint, Excel, HRIS platforms, identity verification portals, and physical access systems
- Run queries, generate reports, and confirm program databases reflect accurate and current operational metrics
- Support badging, physical access provisioning and revocation, and compliance program functions, including serving as backup support as needed
- Collect, compile, and submit audit artifacts and documentation to support regulatory and certification reviews
- Ensure documentation and processes align with evolving federal and critical infrastructure security standards
- Maintain official records in accordance with information governance and lifecycle management requirements to ensure audit readiness
- Participate in process improvement and data analysis initiatives, preparing summaries and correspondence for leadership and technical stakeholders
- Prepare formal documentation supporting compliance actions, procurement justifications, and program decisions
Requirements for Program Specialist:
- Associate’s or Bachelor’s Degree in Business Management, Business Administration or closely related field is preferred.
- With a Bachelor’s Degree in applicable fields, 1 of experience is required.
- With an Associate’s Degree in applicable fields, 3 years of experience is required.
- Without a degree, 5 years of experience is required.
- Experience should be consistent with the specific requirements of program support and coordination and be progressively more technical in nature.
- Intermediate ability with the following applications is required:
- SharePoint
- MS Project
- MS Access
- Background/familiarization with policies such as government onboarding, badge issuance and accountability (i.e. HSPD-12), national security clearances and public trust background investigations and applicable statutes and Executive Orders is preferred.
