Senior Business Analyst
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is seeking a Senior Business Analyst for their Vancouver, Washington location. This role will partner with business and technical stakeholders to gather and analyze requirements, map current and future state processes, perform gap analysis, evaluate solution alternatives, and develop documentation to support operational improvements and data-driven decision making. The Business Analyst will also support organizational analysis, strategic initiatives, and process development efforts for leadership within the Operational Technology organization.

Pay Range: $60.00 – 62.00/hr., DOE

Key Responsibilities for Senior Business Analyst:
- Facilitate cross-functional teams and stakeholder workshops to identify business needs, solve problems, and drive process improvement using industry methodologies such as Agile, Scrum, Kanban, or similar frameworks.
- Lead requirements elicitation activities including stakeholder interviews, joint application sessions, and analysis of business processes, workflows, and systems.
- Analyze and document current and future state processes, value streams, and business capabilities, including gap analysis and solution evaluation.
- Develop business and functional requirements, user stories, use cases, process maps, and supporting documentation; maintain traceability through delivery and testing phases.
- Collaborate with subject matter experts and technical teams to perform root cause analysis, lessons learned, and identification of improvement opportunities.
- Assess organizational maturity, operational effectiveness, and process alignment; support development of roadmaps and recommendations aligned with organizational goals
- Evaluate business impacts of proposed changes and recommend appropriate change management and mitigation strategies.
- Support project and program teams by contributing to schedules, implementation planning, testing activities, and solution validation.
- Translate business needs into actionable recommendations, presenting options, tradeoffs, and decision-support materials to leadership and stakeholders.
- Develop reports, dashboards, metrics, and performance tracking tools to support organizational goals, information quality, and decision making.
- Support data calls, surveys, and program reporting by coordinating stakeholder input, analyzing requirements, and ensuring accurate, high-quality deliverables.
- Build and maintain strong stakeholder relationships while facilitating alignment, resolving conflicting priorities, and driving consensus across teams.
Requirements for Senior Business Analyst:
- A degree in Business Administration, Management, Accounting, Computer Science, Engineering or closely related technical field is preferred.
- With an applicable Bachelor degree, 8 years of experience is required
- With an applicable Associate degree, 10+ years of experience is required
- Without an applicable degree, 12+ years of experience is required
- Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature.
- Intermediate proficiency in Visio (flowcharts), MS Project, Access, and SharePoint is required.
- Demonstrated experience with project and change management methodologies and the full project lifecycle, including large-scale organizational change initiatives.
- Experience working within software development, operational technology, or electric utility environments.
- Strong facilitation and stakeholder interviewing skills with the ability to lead requirements gathering and process design sessions.
- Advanced analytical skills with the ability to evaluate data, identify trends, and assess quality or performance issues.
- Excellent technical writing skills with the ability to communicate complex information through written, visual, and data-driven formats.
- Experience with business process modeling and documentation to support development of business and system requirements.
- Ability to understand and connect technical solutions across systems, infrastructure, security, and application environments.
- Experience developing governance models, operating frameworks, or program structures to support organizational change.
- Familiarity with change management frameworks such as Prosci is preferred.
