Program Specialist – Personnel and Informational Security
Our client, a leading Pacific Northwest utility provider committed to public service and environmental stewardship, is seeking a Program Specialist for their Portland, Oregon location. In this role, you will support personnel and information security programs by assisting with onboarding security processes, badging and access management, and compliance-related activities. Responsibilities include supporting personnel security operations, coordinating access issuance and revocation, assisting with audits and assessments, and providing customer service to internal staff and new personnel while ensuring adherence to established federal security policies and procedures

Pay Range: $32.25 – 36.25

Key Responsibilities for Program Specialist:
- Support personnel and information security programs by coordinating onboarding security processes, credentialing activities, and access management for employees and contractors.
- Process personnel security documentation and applications, including initiating and reviewing background investigation submissions through electronic security systems.
- Support badging and credentialing operations by performing identity verification, fingerprint capture, and managing Personal Identity Verification (PIV) processes in accordance with federal security requirements.
- Maintain and track personnel security records, access privileges, and program documentation to ensure compliance with established policies and procedures.
- Provide customer service and support to internal staff and new personnel regarding security onboarding, credentialing, and access processes.
- Monitor program metrics and maintain tracking tools (e.g., SharePoint, dashboards, and reporting systems) to support operational visibility and program performance.
- Assist with compliance activities by collecting audit artifacts, maintaining documentation, and supporting internal and external audits and assessments.
- Analyze security processes and program data to identify opportunities for efficiency improvements and recommend solutions to leadership.
- Draft and maintain process documentation, procedures, and communication templates to support consistent program operations.
- Coordinate with internal teams and external agencies to resolve security credentialing issues, documentation discrepancies, and access management requests.
- Provide guidance to staff regarding personnel and information security policies and procedures while ensuring adherence to regulatory and organizational requirements.
- Associate’s degree in Business Administration, Business Management, Criminal Justice, Computer Science or a related field is highly preferred.
- Bachelor’s degree in Business Administration, Business Management, Criminal Justice, Project Management or a related field is preferred.
- With an Associate’s degree in applicable fields: 4 - 6 years of directly related experience is required.
- With a Bachelor’s degree in applicable fields: 2 - 4 years of directly related experience is required.
- No degree: 6 - 8 years of directly related experience is required.
- Experience includes a combination of work-related experience, on-the-job training, and/or vocational training and should be consistent with specific requirements of program/project support and progressively more technical in nature
- Proficiency with Microsoft Office Suite products, such as Word, Excel, PowerPoint is required.
- General working experience with MS Project, Access, Windows Explorer, and File Manager is required.
- Intermediate proficiency in SharePoint is highly desired sufficient to update, track and report is preferred.
- Intermediate level experience PowerPoint for project tracking and reporting is preferred.
