Sr. Business Process Analyst (HYBRID)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Business Analyst for their Vancouver, WA. location. This contract Business Analyst 3 will support Operational Technology (OT) Work Planning & Procurement, partnering with OT and IT teams to drive process improvements and operational efficiency. Responsibilities include gathering and analyzing requirements, conducting gap analyses, and documenting current and future state processes. The role will evaluate solution options, deliver data-driven recommendations, and help define scalable processes aligned with business objectives. This team supports technology operations through work planning, procurement, vendor management, and performance reporting, including contract oversight and vendor quality assurance. The team is collaborative, self-directed, and focused on continuous improvement.
This position is a one-year renewable contract that includes employee benefits!
Pay Rate: $58.00 - $62.00/hr. DOE.
Location: Vancouver, WA.
Hybrid: Onsite 3 days per week.

Key Responsibilities for Business Analyst:
- Lead cross-functional workshops to identify problems, drive alignment, and uncover process improvement opportunities using established methodologies (e.g., Agile, Lean, Kanban).
- Conduct organizational assessments, gap analyses, and maturity evaluations; develop roadmaps aligned to business objectives.
- Gather and document business and functional requirements through stakeholder interviews, working sessions, and research.
- Analyze current-state processes, define future-state solutions, and develop process maps, workflows, and value stream documentation.
- Perform root cause analysis and recommend data-driven solutions to improve operational efficiency and effectiveness.
- Evaluate solution alternatives, define business cases, and support decision-making with clear recommendations.
- Partner with cross-functional teams, SMEs, and technical resources to translate business needs into scalable solutions.
- Support full project lifecycle activities, including requirements management, user stories, use cases, testing, and implementation.
- Facilitate stakeholder alignment, manage changing requirements, and build consensus across competing priorities.
- Assess change impacts and support change management planning and execution.
- Contribute to project planning, timelines, risk identification, and issue resolution; maintain logs and mitigation plans.
- Develop and maintain clear, concise documentation, including requirements, process flows, technical materials, and training resources.
- Create tools, templates, and reporting artifacts to support project tracking, governance, and continuous improvement.
- Communicate complex business and technical concepts effectively to diverse audiences, including leadership and end users.
Requirements for Business Analyst:
- BA in degree in Business, Accounting, Computer Science, or related field preferred; equivalent experience considered, with 8–12+ years in business analysis or similar roles of increasing technical scope.
- Proven experience leading process improvements and supporting large-scale transformation efforts, with strong facilitation, stakeholder engagement, and requirements gathering skills.
- Advanced process mapping and analytical capabilities (e.g., Visio, logical process modeling), with working knowledge of Excel/SharePoint and experience leveraging operational data to drive actionable insights.
