Senior Program Specialist – Compliance Support Coordination
Our client, a leading Pacific Northwest utility provider committed to public service and environmental stewardship, is seeking a Senior Program Specialist for their Vancouver, Washington location. In this role, you will provide program and operational support for teams responsible for critical infrastructure and grid operations. Responsibilities include coordinating compliance-related activities, supporting access management and asset tracking processes, assisting with procurement and equipment inventory, and maintaining program documentation and data systems to support operational and regulatory requirements.

Key Responsibilities for Senior Program Specialist:
- Provide program and operational support for technology and operational teams, assisting with procurement activities, asset tracking, and program coordination.
- Support purchasing and procurement processes by drafting Statements of Work, coordinating with project managers and vendors, processing orders, tracking contracts, and assisting with invoice validation and budget monitoring.
- Maintain procurement documentation, contract records, and related SharePoint resources to ensure accurate tracking of contracts, orders, and vendor engagements.
- Assist with compliance-related activities by collecting documentation, supporting audit preparation, maintaining regulatory artifacts, and helping track adherence to established standards and policies.
- Coordinate and manage cyber and physical access requests by processing privilege approvals, tracking access records, supporting periodic access reviews, and maintaining related databases in accordance with established security requirements.
- Support equipment and inventory management by tracking assets, coordinating equipment transfers and disposal, maintaining inventory databases, and supporting annual property inventory processes.
- Maintain and analyze operational and procurement data by performing research, validating information accuracy, generating reports, and supporting database maintenance across multiple internal systems.
- Assist with incident reviews, operational reporting, and process documentation to support reliability standards and operational readiness.
- Maintain controlled documentation libraries and publishing processes to ensure program documentation is version-controlled, reviewed, and compliant with organizational standards.
- Identify opportunities to improve processes, workflows, and reporting tools, recommending, and implementing management-approved improvements.
- A degree in Business Administration, Business Management, Computer Science, Engineering (or closely related field) is preferred. A Business, Legal or Engineering background is strongly preferred
- With an applicable Bachelor degree, 8+ years of experience is required.
- With an applicable Associates degree, 10+ years of experience is required.
- Without an applicable degree, 12+ years of experience is required.
- Experience should be consistent with the specific requirements of program/project coordination/control and progressively more technical in nature.
- Expert Proficiency in automated data systems to include SharePoint and Visio and a high degree of efficiency in technical dynamics of software output (e.g. use of advanced printing such as to plotters, capabilities of cross-software embedding for purposes of presentations, technical webinars, etc.).
