Senior Operations Analyst – Energy Conservation Resource Planning
Our client, a leading Pacific Northwest utility provider committed to public service and environmental stewardship, is seeking a Senior Operations Analyst for their Portland, Oregon location. In this role, you will support energy conservation planning efforts by providing analysis, research, and strategic support across policy development, resource planning, and demand-side programs. Responsibilities include conducting technical and policy analysis, supporting energy efficiency and demand response initiatives, contributing to strategic planning efforts, and collaborating with internal and external stakeholders to inform conservation strategies and program development.

Key Responsibilities for Senior Operations Analyst:
- Lead and support complex planning projects by coordinating activities from initiation through completion, including managing timelines, deliverables, and stakeholder engagement.
- Identify project risks and issues, develop mitigation strategies, and communicate status updates to leadership and stakeholders.
- Maintain project documentation, tracking tools, and contract-related records to ensure accuracy, compliance, and accessibility.
- Ensure all project deliverables and records align with organizational standards, policies, and information governance requirements.
- Collaborate with internal teams and external stakeholders to support conservation planning efforts and ensure alignment on strategy, policy, and technical initiatives.
- Develop and deliver presentations, communications, and meeting materials to support stakeholder engagement and decision-making.
- Facilitate meetings and working sessions, including agenda development, discussion leadership, and documentation of key outcomes.
- Conduct independent technical and data analysis to support energy conservation planning, policy development, and strategic initiatives.
- Develop project plans and analytical approaches, ensuring work is well-documented, repeatable, and clearly communicated.
- Research and evaluate technical topics, synthesizing findings into actionable insights and recommendations for leadership and stakeholders.
- Identify opportunities for cross-team collaboration and proactively coordinate with internal partners to gather data and advance project objectives.
- A degree in Economics, Social Sciences, Computer Science, Engineering Technology, Business Administration or Management, Environmental Policy or in a closely-related field is preferred.
- With an applicable Bachelor degree, 5 years of experience is required.
- With an applicable Associates degree, 7 years of experience is required.
- Without an applicable degree, 9 years of experience is required.
- Experience should be consistent with the specific requirements of business and operations analysis and progressively more technical in nature.3 years of experience with project management/coordination
- 3 years of research in the field of energy conservation (including energy efficiency and/or demand response). This research can include conducting planning studies such as potential assessments, market research, process evaluation or impact evaluation, as well as engineering specific research. Academic research, such as conducting an intensive thesis involving primary social science research, is acceptable for this requirement.
- 2 years of experience with project management/coordination, to include:
- Budget tracking and analysis
- Coordinating the efforts of multiple team members
- Advanced proficiency with Excel sufficient to review and create complex formulas.
- Experience in energy conservation is preferred.
- Experience in other aspects of the energy industry (utilities, developers, regulatory agencies, etc.) is preferred.
