Location: Portland Metro Area, Oregon
Compensation: $180,000 to $225,000 plus comprehensive benefits

For more than 70 years, UCP Oregon has empowered individuals with intellectual and developmental disabilities (I/DD) and their families to live fulfilling, self-directed lives within their communities.
Serving individuals and families throughout Oregon, UCP Oregon provides brokerage services, direct support services, family support programs, advocacy initiatives, and community partnerships designed to advance independence, inclusion, choice, and opportunity.
With approximately 175 employees and an annual operating budget of approximately $12 million, UCP Oregon is recognized as a trusted leader in disability services and advocacy throughout the state. The organization is committed to advancing disability rights, strengthening communities, and ensuring individuals with disabilities have access to the resources, support, and opportunities they deserve.
As UCP Oregon enters its next chapter, the organization seeks a visionary, collaborative, and mission-driven Executive Director who can build upon its strong foundation while leading future growth, innovation, advocacy, and impact.
 

ABOUT THE EXECUTIVE DIRECTOR POSITION
The Executive Director serves as the chief executive officer of UCP Oregon and reports directly to the Board of Directors.
This leader will be responsible for advancing UCP Oregon's mission, overseeing organizational operations, strengthening financial sustainability, expanding community partnerships, leading advocacy efforts, and fostering a culture of transparency, collaboration, accountability, and inclusion.
The Executive Director will serve as both an internal culture builder and an external ambassador—guiding organizational strategy while representing UCP Oregon throughout the disability services community, with policymakers, funders, donors, community partners, families, and individuals receiving services.
 

ESSENTIAL DUTIES OF THE EXECUTIVE DIRECTOR
Leadership & Organizational Culture
  • Provide thoughtful, inclusive, transparent, and empowering executive leadership.
  • Foster a culture grounded in trust, collaboration, accountability, and servant leadership.
  • Serve as a visible and approachable leader for employees, customers, families, and community stakeholders.
  • Strengthen organizational alignment by breaking down silos and improving cross-functional collaboration.
  • Build and maintain a positive, mission-driven culture focused on employee engagement, retention, and professional development.
  • Lead organizational change initiatives while maintaining stability and mission alignment.
  • Develop and mentor a high-performing leadership team capable of advancing organizational priorities.
  • Promote transparency through consistent communication and organizational updates.
Strategic Leadership & Mission Execution
  • Lead implementation of UCP Oregon's strategic vision and long-term goals.
  • Establish measurable objectives and accountability systems that support organizational success.
  • Ensure programs, services, and initiatives align with the organization's mission and values.
  • Drive innovation, continuous improvement, and organizational effectiveness.
  • Identify opportunities to expand services, partnerships, and mission impact.
  • Oversee strategic planning efforts in partnership with the Board of Directors and Leadership Team.
  • Lead organizational growth while ensuring alignment with UCP Oregon's mission and commitment to those served.
Financial Leadership & Fundraising
  • Ensure long-term financial sustainability through sound fiscal management and stewardship.
  • Oversee organizational budgeting, forecasting, financial reporting, and compliance.
  • Develop and execute diversified revenue strategies, including:
    • Individual donor cultivation
    • Foundation grants
    • Government funding opportunities
    • Corporate partnerships
    • Community fundraising initiatives
  • Strengthen relationships with funders and philanthropic partners.
  • Identify opportunities to grow programs and expand funding sources.
  • Partner with the Board to advance fundraising and development efforts.
  • Maintain and expand government contracts and service agreements.
Community Engagement, Advocacy & External Relations
  • Serve as the primary spokesperson and ambassador for UCP Oregon.
  • Build relationships with legislators, policymakers, state agencies, advocacy organizations, and community partners.
  • Advance disability rights and public policy initiatives that support individuals with intellectual and developmental disabilities.
  • Increase UCP Oregon's visibility and reputation throughout Oregon.
  • Engage customers, families, providers, funders, and community stakeholders.
  • Represent UCP Oregon at local, state, and national events and industry forums.
  • Strengthen partnerships that expand opportunities and improve outcomes for individuals receiving services.
  • Serve as a trusted advocate for disability inclusion, accessibility, and community engagement.
Board Partnership & Governance
  • Maintain a strong and collaborative relationship with the Board of Directors.
  • Provide timely, accurate, and transparent information to support effective governance.
  • Assist with Board development, recruitment, orientation, and engagement.
  • Support Board committees and strategic initiatives.
  • Ensure organizational compliance with all applicable laws, regulations, and governance practices.
  • Work closely with the Board on strategic planning, organizational priorities, and long-term sustainability.
 

QUALIFICATIONS
  • Bachelor's degree in Business Administration, Social Work, Public Administration, Healthcare Administration, Human Services, Special Education, or a related field required.
  • Master's degree preferred.
  • Minimum of 7-10 years of progressive executive or senior leadership experience.
  • Experience leading nonprofit, disability services, healthcare, human services, behavioral health, or related organizations.
  • Demonstrated experience serving individuals with intellectual and developmental disabilities or similar populations.
  • Proven success in fundraising, grant acquisition, donor stewardship, and revenue development.
  • Strong financial management and operational leadership experience.
  • Experience partnering effectively with Boards of Directors and governance bodies.
  • Experience leading strategic planning, organizational growth, and change management initiatives.
  • Strong understanding of public policy, advocacy, and government relations.
  • Knowledge of Oregon's disability services system, Medicaid funding, brokerage services, and related community resources preferred.
  • Exceptional communication, public speaking, and stakeholder engagement skills.

  • Deep understanding of intellectual and developmental disability services or closely related human services sectors.

  • Ability to serve as a respected public representative and champion for UCP Oregon's mission.
Relationship Building & Communication
  • Exceptional communication and stakeholder engagement skills.
  • Proven ability to build strong relationships with employees, customers, families, Board members, donors, and community partners.
  • Collaborative leadership style that brings diverse stakeholders together around a shared vision.
Preferred Background
  • Executive leadership experience within nonprofit, disability services, healthcare, behavioral health, human services, or related sectors.
  • Knowledge of Oregon's disability services system and funding landscape is strongly preferred.
