Founded in 1995 as Consumer Voices Are Born (CVAB), Pier 360 is a peer-led nonprofit organization dedicated to empowering individuals and families through mental health and substance use recovery. Guided by its mission to use peer support to share hope, empower renewal, and support recovery, the organization believes that recovery is possible for everyone. Rooted in lived experience, Pier 360 fosters a recovery-centered culture where peers walk alongside others on their journey toward hope, healing, and independence.
Today, Pier 360 employs approximately 40 team members and operates four facilities serving Southwest Washington. Through its Peer Academy, peer support services, recovery housing, and wellness programs, the organization delivers innovative, person-centered services that strengthen resilience, expand access to recovery resources, and improve the health and well-being of the communities it serves. Strong partnerships with healthcare providers, community organizations, and public agencies further amplify its impact across the region.

OVERVIEW OF THE EXECUTIVE DIRECTOR POSITION
Reports To: Board of Directors
Direct Reports: CFO, HR Director, Business Services Director, Program/Platform Development, Data Team, Administrative Leadership
Collaborates With: Board of Directors, behavioral health partners, county and state agencies, healthcare systems, funders, community organizations, advocacy groups, and legislative stakeholders.
The Executive Director provides visionary leadership for Pier 360, guiding the organization's mission to empower individuals through peer-led mental health and substance use recovery services. Reporting to the Board of Directors, this leader will foster a culture rooted in recovery, lived experience, innovation, and collaboration while overseeing strategic planning, organizational operations, financial sustainability, and community partnerships. As the organization's chief ambassador, the Executive Director will ensure Pier 360 continues to grow its impact while remaining grounded in its Core Values and commitment to peer support. This leader works across all bureaus and offices to operationalize equity in governance, budgeting, workforce practices, community engagement, and service outcomes. The Executive Director will embody and champion Pier 360’s Core Values of Respect, Responsibility, Empowerment, Genuineness, Welcoming, Innovation, Justice, and Curiosity, ensuring they guide leadership, decision-making, workplace culture, and service delivery.
ESSENTIAL RESPONSIBILITIES OF THE EXECUTIVE DIRECTOR
Executive Leadership & Organizational Strategy

Provide visionary leadership that advances Pier 360's mission, Core Focus, strategic priorities, and peer-led philosophy while ensuring long-term organizational sustainability.

Provide executive oversight of organizational operations, talent, leadership development, and performance while fostering a collaborative, accountable, and recovery-oriented culture grounded in the organization's Core Values.

Lead strategic planning, organizational change, innovation, and continuous improvement by identifying opportunities that strengthen infrastructure, operational excellence, and long-term impact.

Serve as the organization's chief ambassador, championing behavioral health, recovery, peer support, and community partnerships throughout Southwest Washington.
Financial Stewardship & Resource Development

Provide executive oversight of the organization's approximately $3 million budget while partnering with the Chief Financial Officer to ensure long-term financial sustainability.

Lead fundraising, grant development, donor cultivation, and diversified revenue strategies that strengthen organizational growth and community impact.

Oversee contracts, compliance, risk management, vendor relationships, and organizational reporting while ensuring responsible stewardship of organizational resources.

Guide communications, marketing, and development initiatives that increase visibility, strengthen partnerships, and expand funding opportunities.
Program Leadership & Operational Excellence

Champion recovery-oriented, peer-led behavioral health services while ensuring programs remain aligned with Pier 360's mission, Core Focus, and Core Values.

Ensure compliance with behavioral health licensing, regulatory requirements, contracts, and quality standards while promoting evidence-informed practices.

Lead program development, innovation, continuous improvement, and evaluation to strengthen organizational outcomes and community impact.

Support excellence across peer support, mental health recovery, substance use recovery, recovery housing, and Peer Academy programming.
Board Governance & Organizational Stewardship

Partner closely with the Board of Directors by serving as its chief executive advisor and Board Secretary while supporting governance, strategic planning, and organizational accountability.

Maintain productive relationships with Board leadership, legal counsel, and key stakeholders while serving as the organization's authorized representative for contracts and legal agreements.

Provide transparent communication, strategic recommendations, and organizational reporting that support informed Board decision-making.

Assist the Board with policy development, succession planning, and long-term organizational sustainability.
Community Engagement & Advocacy

Serve as Pier 360's primary ambassador by cultivating strong relationships with healthcare providers, government agencies, nonprofit organizations, funders, legislators, and community partners.

Advocate for policies and initiatives that strengthen behavioral health, recovery services, and peer support at the local, regional, and state levels.

Build strategic partnerships that expand organizational visibility, community impact, and long-term sustainability.

Represent Pier 360 in collaborative initiatives while monitoring legislative and public policy developments affecting behavioral health and recovery.
Organizational Culture & Leadership Development

QUALIFICATIONS
Minimum
-
5+ years of Executive leadership experience within nonprofit, behavioral health, healthcare, human services, recovery, or related organizations.

Bachelor's degree or an equivalent combination of education and executive leadership experience.

Demonstrated experience leading organizational strategy, operations, and change management.

Experience overseeing budgets, contracts, grants, fundraising initiatives, and financial stewardship.
-
Experience partnering with nonprofit Boards of Directors and supporting effective governance.
-
Experience supervising and developing multidisciplinary leadership teams.
-
Demonstrated ability to build strategic partnerships and effectively represent an organization publicly.

Strong communication, relationship-building, and organizational leadership skills.
Preferred

Lived experience with recovery, behavioral health, or substance use recovery.

Experience working within peer support or peer-led organizations.

Licensed Behavioral Health Agency leadership experience.

Knowledge of Medicaid-funded services, behavioral health systems, and regulatory compliance.

Experience leading grant-funded and contract-funded organizations.

Demonstrated fundraising, grant development, and donor cultivation experience.
