OVERVIEW OF THE DEPUTY DIRECTOR ROLE:
The Deputy Director plays the lead role in ensuring Pathfinder Network programs are fully supported to deliver impactful programming, services, and support to adults, youth, and families who are system-impacted, while staying mission-aligned and future focused. This position will lead the coordination and administration of all aspects of agency direct service programs and training, which include community, community corrections, and corrections programs. They will lead the planning, design, implementation, training, data collection, reporting and evaluation of all direct service programs and training and be a champion of future programmatic growth and expansion. The Director will ensure contract, Oregon Administrative Rule, and program evaluation tool compliance and promote program delivery and fidelity using evidence-based practices. They will lead the vision and strategy for direct-service programming for the agency and achieve results through people and collaboration within the agency’s shared leadership model.
ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE DEPUTY DIRECTOR:
Administration of Programs (35% of your time)
- Lead operation of all direct service programs and agency training, ensuring effective operational practices and successful delivery of quality services.
- Lead policy, practice and procedure development, review and revision efforts, and keep updated operational manuals. Complete annual policy review and recommend necessary changes.
- Develop and recommend program expansions, addressing participant and community needs.
- Determine feasibility, demand, appropriateness, and capacity to sustain programs and plans.
- Lead innovation, expansion and growth efforts.
- Ensure the training program is fully supported to consistently drive the delivery of high-fidelity and impactful programming and services in community and corrections settings.
- Oversee and ensure fidelity of all curricula and programming utilized by the agency, including the selection/creation of evaluation tools and their implementation.
- Oversee, maintain, and review case management and programmatic records for quality assurance, training, and data management purposes.
- Create and manage all programmatic and training budgets, collaborate with the finance department and ensure effective and effective use of agency funds.
- Develop, support and adhere to safety, security and daily operational practices, procedures, and policies across program settings.
- Collaborate with and support all agency departments to achieve programmatic and agency goals.
- Lead data collection, reporting and evaluation and research efforts and serve as a leader in efforts to continuously improve, assess, and advance programs. Support the data team.
- Serve as a subject matter expert on services and programming in the criminal justice space.
- Represent and promote TPN in the community and on a national level.
- Develop positive working relationships and partnerships with other organizations and governmental entities and support community engagement and the outreach of programs.
Grants, Contracts and Performance Management (25% of your time)
- Develop and manage the performance plan for all programs.
- Evaluate programs and recommend changes when necessary.
- Work in partnership with the Grants and Development Manager on fundraising and grant writing activities to secure funding.
- Communicate contract/grant goals and performance to staff and motivate staff toward and increase ownership of shared goals.
- Oversee all grant and contract reporting and ensure timely submission.
- Manage contracts, relationships with partners and prepare for and assist the Executive Director (ED) with contract negotiations.
- Develop and revise program plans, analyses, and proposals.
- Collaborate with Grant, Contract and Program Administrators.
- Serve as a Pathfinder Network representative in all meetings and planning sessions with contract/grant partners. Share information with the ED and Executive Team in a timely manner.
Staff Support, Training, and Supervision (20% of your time)
- Provide leadership and direct support to direct service programs, data team and training departments leaders.
- Be a guardian of the agency culture and wellness.
- Promote and ensure interdepartmental collaboration among teams.
- Recruit, interview, hire, train, and evaluate management staff. Oversee the recruiting, interviewing, hiring, and evaluation, and performance management of programs personnel; to include administering corrective action when necessary.
- Develop, mentor and support leaders within the agency encouraging professional development, opportunities for internal promotion and succession planning.
- Work to create and maintain a workforce reflective and responsive to the communities we serve. Prioritize lived experience and an agency and culture that supports a diverse and stable workforce.
- Be a champion of the agencies Creating Regulation and Resilience communication model.
Senior Leadership (15% of your time)
- Assist the Executive Director in examining, developing, implementing, documenting, and communicating the goals, priorities, and values of the agency
- Provide strategic and visionary leadership for the agency in partnership with the Leadership Team
- Prepare for, attend, and participate in leadership meetings and other meetings to work towards fulfilling agency mission, vision and values. Lead and serve on initiatives, temporary teams and work groups
- Collaborate with agency staff and stakeholders to carry out the mission of TPN
- Represent the agency positively and build relationships with stakeholders and the communities we serve
- Model and drive a culture of accountability and support, in alignment with the Two Accountabilities.
- Support agency growth and sustainability and model the values and mission of TPN
- Provide backup to the Executive Director when they are out of the office
Participation in Shared Leadership (?5% of your time)
- Be a champion in the shaping and sustaining of a diverse, equitable, inclusive and just workplace, with a focus towards creating racial equity.
- Participate in cross-departmental teams or committees regarding organizational policies, processes and work environment.
- Participate in Temporary Teams, Equity Team, Employee Resource Groups, and other teams.
- Contribute individualized skills, knowledge, experience and expertise to help the agency reach its mission.
EXPERIENCE AND SKILLS WE ARE INTERESTED IN:
- Master’s degree in criminal justice, psychology, social work, public administration, or other related fields
- Six or more years program management and service delivery experience
- Six or more years’ experience supervising a diverse team
- Intermediate level computer capabilities in use of databases, web-based environments, word processing, email, and spreadsheets
- Experience managing grants and contracts
- Experience working with justice-involved populations and in criminal justice setting
- Experience working in nonprofit organizations
- Experience providing organizational leadership as part of an Executive Team
- Frequent travel is required between TPN work locations across the State of Oregon, which may require overnight stay and can be without advance notice.
- Ability to work independently with limited supervision
- Lived experience with criminal justice involvement and/or addiction and recovery
- Must possess a valid driver’s license and have access to a motor vehicle during work hours that is covered by adequate car insurance
- Must pass a criminal history background check (a criminal record is not automatically disqualifying), employment verification, motor vehicle records check, and drug screen, that does not test for marijuana
